This act adds Section 10A-20-6.17 to the Code of Alabama 1975, to: (1) provide for the reorganization of a health care service corporation to have a nonprofit holding corporation as the controlling entity; (2) provide for the reorganization, including incorporation, of a nonprofit holding corporation and a transfer of no more than 25 percent of the health care service corporation’s admitted assets to a holding corporation; (3) require a health care service corporation to submit a notice of completing the reorganization to the Department of Insurance; (4) define the legal status of nonprofit holding corporations and the health care service corporations upon reorganization; and (5) specify how nonprofit holding corporations may invest in, manage, or acquire other entities, not including a direct health care provider in the state.

This act: (1) requires a parole court to determine if a hearing officer is reasonably satisfied that a parolee committed a new offense when a new arrest is the basis of parole violation hearing; and (2) authorizes the Board of Pardons and Paroles to place a parolee on the next practicable parole hearing docket if parole revocation was based solely on a new offense arrest and a subsequent finding of not guilty, dismissal, or nolle pross is rendered.

This act, until June 1, 2029: (1) requires health care insurers to reimburse in-network and out-of-network emergency medical service (EMS) providers for responding to emergency calls at minimum rates according to Medicare reimbursement rates; (2) prohibits EMS providers from billing patients for outstanding ambulance fees in excess of the amount reimbursed by insurance; (3) imposes dispute resolution guidelines when insurers and EMS providers disagree regarding reimbursement; (4) requires EMS providers and insurers to annually report to the Alabama Department of Public Health certain data concerning emergency ambulance response and emergency ambulance-related claims; and (5) requires the Alabama Association of Ambulance Services to contract with a consultant with expertise in risk management and insurance to submit a report on the impacts of this act's requirements to the Legislature by December 1, 2028. This act also amends Sections 10A-20-6.16 and 27-21A-23, Code of Alabama 1975, to subject health care service plan corporations and health maintenance organizations to this act.
