This act amends Section 34-8-7, Code of Alabama 1975, to exempt the following services and types of work from the requirement to be licensed as a general contractor: (1) repairing a residence or private dwelling; (2) constructing or repairing a residential swimming pool; (3) pressure washing; (4) maintaining, repairing, or removing security systems, lighting, filter systems, plumbing, air conditioning, electrical systems, and existing paint; and (5) routine cleaning, waste disposal, and janitorial services.

This act proposes an amendment to the Constitution of Alabama of 2022, to: (1) amend Section 127, to provide that when the office of Lieutenant Governor is vacant more than 60 days before the next general election, a lieutenant governor shall be elected at the general election for the duration of the unexpired term; (2) authorize the Legislature to set the amount of compensation for the Lieutenant Governor and the officers of both houses by joint resolution; and (3) require that any expenditure of funds appropriated for use by members of the Legislature for travel expenses be approved by an officer of the Legislature elected from the full membership of the respective chamber.

This act: (1) requires the redaction of information that could be used to initiate a financial transaction from any requested public record regarding public contracts for goods or services; (2) prohibits the use of public records of local boards of education containing names and addresses to solicit those listed persons; (3) authorizes these boards to request written certification from a requestor that these names and addresses will not be used in violation of this prohibition; and (4) authorizes civil penalties not exceeding $500 in actions brought by the Attorney General for violations.

This act adds Section 36-27-49.4 to the Code of Alabama 1975, to authorize participating members of the Employees’ or Teachers' Retirement System of Alabama to purchase up to four years of service credit for nonmilitary public service performed for the federal government so long as the member has at least ten years of contributing membership service credit and satisfies other conditions.

This act adds Section 37-4-22.1 to the Code of Alabama 1975, to: (1) provide that contracts between a utility and a large load data center are in the public interest if the costs of supplying electricity to the data center are recouped from the data center and positive benefits for other retail electric customers are promoted; and (2) provide whether the terms of a contract could lower costs for other utility customers, whether the data center is expected to increase efficiency in the electric system, and whether the data center promotes or contributes to economic growth in the community as considerations for the Public Service Commission to determine if a contract between a utility and data center provides positive benefits.

This act amends Section 13A-10-52, Code of Alabama 1975, to: (1) increase the penalty for fleeing or attempting to elude a law enforcement officer while operating a vehicle from a Class A misdemeanor to a Class D felony; (2) add that fleeing or attempting to elude a law enforcement officer while operating a vehicle with a child under 14 years of age in the vehicle is a Class C felony; (3) add that fleeing or attempting to elude a law enforcement officer while operating a vehicle by an individual released on bail, probation, parole, community corrections, or work release is a Class C felony; (4) add that fleeing or attempting to elude a law enforcement officer while operating a vehicle by an individual who has previously been convicted of fleeing or attempting to elude a law enforcement officer is a Class C felony; (5) add that striking a law enforcement officer or a vehicle occupied by a law enforcement officer while fleeing or attempting to elude a law enforcement officer is a Class B felony; (6) add that fleeing or attempting to elude a law enforcement officer by an individual who has two or more previous convictions for fleeing or attempting to elude a law enforcement officer is a Class B felony; (7) add that a second conviction for fleeing or attempting to elude a law enforcement officer within five years shall result in a minimum of 90 days confinement; and (8) add that a third or subsequent conviction for fleeing or attempting to elude a law enforcement officer within seven years shall result in a minimum of 180 days confinement.
