This act amends Section 40-18-15, Code of Alabama 1975, to: (1) for tax years beginning January 1, 2026, and ending December 31, 2028, establish an individual income tax deduction for qualified overtime compensation equal to the amount of qualified overtime compensation received during the taxable year, not exceeding $1,000 per taxpayer and regardless of whether deductions are itemized; and (2) beginning May 1, 2026, through June 30, 2026, suspend the state portion of the sales and use tax on food.

This act amends Sections 11-40-62 and 11-40-69, Code of Alabama 1975, relating to Class 2 Municipalities that have adopted statutorily provided procedures to enforce violations of housing and building codes as municipal code liens, to: (1) add as interested parties owners of owner-occupied properties that are contiguous with properties subject to such liens; (2) add that "owner-occupied" property is a principal residence that is exempt from ad valorem tax or occupied by the family of a decedent entitled to such an exemption; (3) include adjoining owners in the definition of "interested parties" who must receive notice of municipal lien foreclosures; and (4) require these municipalities to establish procedures allowing adjoining owners of property being sold at foreclosure to submit bids before public auction, subject to submitting an affidavit declaring status as an adjoining owner.
