This act amends Sections 16-1-39, 16-1-48, and 22-1-16, Code of Alabama 1975, to revise the form of epinephrine authorized to be carried and self-administered by students, and stocked and administered by schools, authorized entities, and certain staff members, to include any epinephrine delivery system consisting of a single-use device that is approved by the federal Food and Drug Administration that contains a premeasured dose of epinephrine and is used to administer epinephrine into the human body to prevent or treat a life-threatening allergic reaction.

This act: (1) makes supplemental appropriations totaling $203,404,327 from the federal One Big Beautiful Bill Act of 2025 for the Rural Health Transformation Program to the Alabama Department of Economic and Community Affairs (ADECA) for various initiatives for the fiscal year ending September 30, 2026; (2) provides that any appropriated funds unexpended on September 30, 2026, are reappropriated for the same purpose for the fiscal year beginning October 1, 2026; (3) authorizes the Director of ADECA, upon obtaining a written concurrence from a majority of the Finance Director, Chair of the House Ways and Means General Fund Committee, and the Chair of the Senate Finance and Taxation General Fund Committee, to seek approval from the Centers for Medicare and Medicaid Services to adjust reappropriated funds for that fiscal year; and (4) creates the Joint Legislative Oversight Committee on Rural Health Transformation Program Funds and authorizes the co-chairs of the committee to obtain reports and conduct hearings regarding implementing the program.

This act amends Sections 11-99-2, 11-99-4, 11-99-5, and 11-99-6, Code of Alabama 1975, to: (1) add sites suitable for shipbuilding-industry related facilities, subject to other conditions, to those sites that local governments may determine are Major 21st Century Manufacturing Zones; (2) add costs incurred by a public entity in acquiring land within a Major 21st Century Manufacturing Zone before the creation of the tax increment district in which the zone is located to those costs for which a public entity may be reimbursed using ad valorem tax revenues collected within the tax increment district; and (3) remove the size limitation of Major 21st Century Manufacturing Zones within tax increment districts.
