This act adds Section 16-23-3.2 to the Code of Alabama 1975, to: (1) require the State Board of Education to establish an expedited certification process for qualified out-of-state teachers to teach career and technical education (CTE) courses in the state; (2) establish requirements to be issued an expedited CTE teaching certificate from the State Superintendent, including possessing a valid teaching certificate, being recommended by a local superintendent, and passing a criminal background check; (3) authorize local boards of education to provide incentives for these teachers; and (4) require the State Superintendent to annually report on certificates issued pursuant to this act to the Governor and Legislature.

This act amends Sections 11-40-65, 11-40-67, and 11-40-68, Code of Alabama 1975, relating to Class 2 municipalities that have adopted statutorily provided procedures to enforce violations of housing and building codes as municipal code liens, to: (1) remove the requirement that these municipalities must notify state and local taxing authorities, except local ad valorem tax collectors, of the intent to foreclose on these liens; (2) remove statutorily required forms for these municipalities to petition for foreclosures and deeds for foreclosed properties; (3) authorize these municipalities to adopt forms and policies to administer these foreclosure procedures; (4) require these municipalities to remit any property tax, interest, or fees included in redemption amounts to county tax collecting officials; (5) shorten the minimum time before which a foreclosure sale may proceed from 45 days to 30 days after the court's order to sell the property; (6) shorten the maximum time by which the court must cause a deed to be executed from 90 days to 30 days after the sale; and (7) shorten the maximum time by which a municipality must file a report of the sale with the court clerk from 90 days to 30 days after the sale.

This act is the Talent Readiness and Industry Needs (TRAIN) Act. This act: (1) establishes state income and financial institution excise tax credits, beginning January 1, 2027, and ending December 31, 2031, for employers that loan qualified career technical education (CTE) employees to teach at eligible educational institutions, equal to an employee's salary payments or donations to community development foundations that support a CTE program or an instructor's salary; (2) sets an aggregate $10 million annual limit on statewide credits, limits donation credits to $4 million annually, and limits individual taxpayer credits to $250,000 annually or not more than 50 percent of tax liability; (3) conditions employers receiving a tax credit on satisfying certain criteria, including employers and eligible educational institutions entering into memorandums of understanding containing specified terms and employers receiving a TRAIN Act credit reservation certificate from the Department of Education; (4) authorizes the Departments of Education, Revenue, and Workforce to adopt rules to administer and enforce this act; (5) requires the Department of Education to annually report to the Legislature information on this tax credit; and (6) establishes and provides a process to obtain a workforce teaching certificate from the Department of Education authorizing employees to teach designated career and technical education programs at eligible educational institutions.

This act substantially amends Chapter 1 of Title 34, Code of Alabama 1975, to: (1) replace statutory prerequisites to sit for the Certified Public Accountant (CPA) exam and become a licensed CPA relating to education, experience, and other factors with prerequisites adopted by the board; (2) require all non-licensed owners of public accounting firms with a principal place of business is in this state to register with the board; (3) require CPAs licensed in another state to satisfy educational requirements adopted by the board in order to have practice privileges in this state; (4) authorize the Alabama State Board of Public Accountancy to distribute proposed rules, amendments, and disciplinary charges by electronic mail; (5) remove intent to become a citizen as a factor which satisfies permitting requirements to practice public accounting; and (6) specify that nonregistered firms may not engage in any advertising that indicate the firm is a certified public accounting firm.

This act amends Sections 25-5-316, 25-8-45, 25-8-59, 25-12-7, 25-12-18, 25-13-6, 25-13-12, and 25-13-15, Code of Alabama 1975, to: (1) authorize unexpended funds in the Workers' Compensation Administrative Trust Fund to be expended at the Secretary of the Department of Workforce's discretion so long as not in a manner to cause additional assessments; (2) remove the requirement that penalty fees collected for violating child labor laws must accrue to the State General Fund; (3) remove boilers and pressure vessels that are a part of manufacturing processes from the exceptions from the Boiler and Pressure Vessel Safety Act; (4) remove the limitation of pressure vessel certificates of inspection fees not to exceed $10; (5) remove the requirement that all boiler and pressure vessel fees collected in excess of the appropriated amount be transferred to the State General Fund annually; (6) require the Elevator Safety Review Board to require new elevator installations and modifications or alterations to comply with the most recent elevator safety codes in effect at certain times; (7) remove the requirement that all fees collected in the Elevator Safety Review Board Operational Fund in excess of the appropriated amount be transferred to the State General Fund annually; (8) revise the renewal period for elevator mechanic licenses from biennially to annually; (9) revise the period during which emergency and temporary elevator mechanic licenses are valid from 30 to 90 days and 30 to 180 days, respectively; and (10) prohibit persons from altering a conveyance unless physically present to verify code compliance and safety and prohibit remote interaction with conveyances.
