Vermont 2025-2026 Regular Session

Vermont Senate Bill S0267

Introduced
1/16/26

Caption

An act relating to housing and land use

Impact

The proposed legislation is expected to have significant implications for state laws governing land use and zoning. By allowing municipalities to permit multiunit dwellings under less restrictive conditions, the bill seeks to address the growing housing shortage in a more efficient manner. Notably, S.267 plans to exempt certain housing projects from permit requirements if they fall within specified areas and meet set criteria. This is anticipated to expedite construction timelines and reduce costs associated with obtaining the necessary approvals for new housing projects.

Summary

S.267 is an act related to housing and land use that proposes multiple changes to the state land use and development law, specifically targeting residential housing construction. The bill aims to streamline the process of building affordable housing by making regulatory reforms to municipal zoning laws. It introduces new guidelines to allow for by-right developments of multiunit dwellings, removing unnecessary barriers that could hinder construction. The intention is to facilitate meeting housing demands in various regions of Vermont.

Contention

However, some stakeholders have raised concerns about the potential loss of local control over zoning decisions. Critics argue that the bill may override local regulations designed to ensure community standards and environmental protections. As the bill moves forward, discussions around the balance between promoting rapid construction and maintaining community oversight will likely continue, reflecting differing viewpoints on housing development strategies in Vermont.

Cover Outstanding Vulnerable Expansion-eligible Residents Now Act or the COVER Now Act This bill establishes a demonstration program to allow local governments to provide health benefits to the Medicaid expansion population in states that have not expanded Medicaid.
