National Landslide Preparedness Act Reauthorization Act of 2025

Summary

SB 1626, the National Landslide Preparedness Act Reauthorization Act of 2025, reauthorizes and expands federal landslide preparedness, monitoring, and response programs. It updates definitions in related flood and landslide law to expressly include atmospheric rivers, atmospheric river flooding events, and extreme precipitation events, and ties those weather phenomena to landslide risk assessment and emergency planning. The bill also extends and broadens the National Landslide Hazards Reduction Program, the 3D Elevation Program, and related federal mapping, monitoring, and early warning efforts. The legislation directs the Secretary of the Interior and the U.S. Geological Survey to strengthen landslide hazard research, regional partnerships, data collection, and community preparedness. It creates new regional partnerships in high-hazard areas, expands grant eligibility and consultation to include Tribal organizations and Native Hawaiian organizations, and increases funding levels for landslide and elevation programs. It also establishes a new Next Generation Water Observing System to improve real-time water quantity and quality data for flood and drought forecasting, and it enhances groundwater and streamgage monitoring with priority for drought-prone and flood-prone regions.

Impact

The bill amends the Flood Level Observation, Operations, and Decision Support Act, the National Landslide Preparedness Act, the 3D Elevation Program provisions, the 1942 stream gaging statute, and the Omnibus Public Land Management Act of 2009. It extends authorization dates, raises authorized funding amounts, adds new program duties, and requires the inclusion of atmospheric river and extreme precipitation risks in landslide strategy and data planning. The bill also expands the set of entities that may be consulted or supported, including Indian tribes, Tribal organizations, Native Hawaiian organizations, institutions of higher education, and the private sector, while directing USGS to prioritize certain high-risk hydrologic regions for monitoring and data investments.

Sentiment

The available record shows no committee transcript and no recorded votes, so there is no documented floor or committee debate to gauge partisan or stakeholder sentiment. Based on the text, the bill appears to be a technical and programmatic reauthorization with broad public-safety and infrastructure aims, suggesting generally favorable treatment. Its emphasis on hazard mitigation, forecasting, and data modernization indicates a policy consensus around improving preparedness for landslides, floods, droughts, and related extreme weather.

Contention

No specific points of contention are reflected in the provided legislative history because there are no transcripts or votes. Potential areas that could draw scrutiny, based on the bill text alone, include increased authorization levels, the creation of new regional partnerships, the expansion of federal monitoring responsibilities, and the allocation of priority to certain regions and hazard types. The bill also broadens consultation and participation for Tribal and Native Hawaiian entities, which may raise implementation questions about coordination, eligibility, and administrative scope.
