Edith Nourse Rogers STEM Scholarship Opportunity Act of 2025This bill expands eligibility for and modifies administration of the Edith Nourse Rogers STEM Scholarship. The scholarship allows individuals who are entitled to Post-9/11 GI Bill educational assistance and are pursuing eligible degrees in science, technology, engineering, mathematics, or health care to receive up to nine additional months of benefits (capped at $30,000).The bill eliminates the requirement that an individual must have less than 180 days of remaining educational assistance entitlement (or no entitlement remaining) to be eligible for the scholarship.Additionally, the bill reduces by 25% the number of credits an individual must have completed in order to be eligible for the scholarship.In situations where there are insufficient funds available in a fiscal year, the bill authorizes the Department of Veterans Affairs to give priority to individuals who have used the most months of their educational assistance entitlement and those who are using their entitlement to pursue a program of post-secondary education in specified fields (e.g., engineering).The bill specifies that individuals who receive the scholarship benefit may only use the benefit after they have used all of their educational assistance entitlement under the Post-9/11 GI Bill.

A bill to establish a real-time data dashboard for graduate medical education training positions to improve health care workforce planning and distribution for the purposes of alleviating physician shortages in medically underserved communities.

Tribal Warrant Fairness ActThis bill authorizes the U.S. Marshals Service (USMS) to assist with certain tribal law enforcement activities and allows tribal law enforcement agencies to participate in regional fugitive task forces.Specifically, the bill authorizes the USMS, upon the request of an Indian tribe, to investigate tribal fugitive matters. The USMS may investigate tribal fugitive matters both within and outside the United States, as directed by the Department of Justice (DOJ).Additionally, the USMS, upon the request of tribal law enforcement agencies, may assist these agencies in locating and recovering missing children.The bill also allows tribal law enforcement agencies to participate in regional fugitive task forces. DOJ must consult with tribes when establishing new task forces. (The USMS oversees regional fugitive task forces. Currently, these task forces combine the efforts of federal, state, and local law enforcement agencies to locate and apprehend fugitives.)

A bill to amend title 38, United States Code, to require the Secretary of Veterans Affairs to submit to Congress each year an annual report that contains data and information on the causes of deaths among veterans, and for other purposes.

Shutdown Fairness ActThis bill provides appropriations to pay federal employees who work during a government shutdown.Specifically, the bill provides appropriations for federal agencies to provide standard rates of pay, allowances, pay differentials, benefits, and other payments to excepted employees for work performed during any period in which interim continuing appropriations or full-year appropriations are not in effect for a fiscal year (i.e., a government shutdown). An excepted employee is an employee who is required to work during a government shutdown.Under current law, excepted employees are not paid until the government shutdown is over. This bill provides appropriations to pay excepted employees during a government shutdown. The bill also specifies that the term excepted employee includes certain contractors who support federal employees during a government shutdown and members of the Armed Forces who are on active duty. A federal agency may not use the funds provided by this bill during any period in which continuing appropriations are in effect for the purpose of paying excepted employees of the agency.The bill must take effect as if it had been enacted on September 30, 2025.

Competitive Bidding Relief ActThis bill extends until December 31, 2025, a higher payment rate (known as the 75/25 blended rate) for durable medical equipment in nonrural or noncontiguous areas under Medicare.

A bill to prohibit the consideration of perceived gender identity in sentencing.

A bill to direct the Secretary of the Interior to convey certain Bureau of Land Management land to the city of Price, Utah, and for other purposes.

Non-Essential Workers Transparency ActThis bill requires federal agencies to submit reports to Congress and the Office of Personnel Management (OPM) regarding employees who were furloughed during a lapse in appropriations (i.e, government shutdown), the total number of employees, and the cost of salaries. Specifically, each federal agency must submit a report to specified congressional committees and OPM within 30 days of the end of a lapse in appropriations. The report must include specified details regardingthe total number of employees (including contract employees) employed by the agency before the lapse began,the total number of employees who were furloughed during the lapse,the total number of employees who were not furloughed during the lapse, and the total annual cost of the salaries for each group of employees. The report must be submitted in an unclassified form, but it may include a classified annex. Each congressional committee that receives a report must publish the report on its website within 30 days. OPM must consolidate all of the reports submitted with respect to a lapse in appropriations and publish the consolidated report on its website. 

A bill to amend the SUPPORT for Patients and Communities Act to reauthorize the youth prevention and recovery initiative, and for other purposes.

Secure America ActThis bill provides funding to the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), and U.S. Immigration and Customs Enforcement (ICE) through FY2029 for immigration enforcement, border security, and related activities.It is known as a reconciliation bill and includes legislation submitted by certain congressional committees pursuant to provisions in the FY2026 congressional budget resolution (S. Con. Res. 33) that directed the committees to submit legislation to the House or Senate Budget Committee that will increase the deficit. (Reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.)Specifically, the bill provides funding to CBP for personnel;border security, technology, and screening; andimmigration enforcement activities.The bill provides funding to ICE forpersonnel,Homeland Security Investigations,immigration enforcement activities,transportation,information technology,facility and fleet maintenance and sustainment,287(g) agreements (i.e., agreements that allow state and local law enforcement agencies to perform certain immigration enforcement functions),the Office of the Principal Legal Advisor, operation and maintenance, andcertain arrests related to immigration enforcement.The bill also provides additional funding to DHS for (1) immigration enforcement, and (2) the participation of state and local agencies in certain homeland security efforts. The funding provided by this bill generally remains available through FY2029.
