Preventive Health Savings ActThis bill requires the Congressional Budget Office (CBO), upon receiving a request from Congress, to determine if proposed legislation would reduce spending outside of the 10-year budget window through the use of preventive health care.Under the bill, the term preventive health care generally refers to an action that focuses on the health of the public, individuals, and defined populations in order to protect, promote, and maintain health and wellness and prevent disease, disability, and premature death.If CBO determines that the proposed legislation would result in net reductions in budget outlays from the use of preventive health care, any CBO projection regarding the legislation must include (1) a description and estimate of the reductions in outlays, and (2) a description of the basis for these conclusions. Any estimate provided by CBO pursuant to this bill must be used as a supplementary estimate and may not be used to determine compliance with the Congressional Budget Act of 1974 or any other budgetary enforcement controls.

Protect America's Workforce ActThis bill nullifies two executive orders: Exclusions from Federal Labor-Management Relations Programs (issued on March 27, 2025) and Further Exclusions From the Federal Labor- Management Relations Program (issued on August 28, 2025). The executive orders exclude specified executive branch agencies and subdivisions from the Federal Service Labor-Management Relations Statute and the Foreign Service Labor-Management Relations Statute. The statutes authorize federal employees' participation in collective bargaining and enforce collective bargaining rights. The bill also specifies that a collective bargaining agreement that is in place as of March 26, 2025, and is between an executive branch agency and any labor organization that is an exclusive representative of federal employees, shall have full force and effect through the stated term of the agreement.

The program awards grants to support the participation of eligible low-income parents in postsecondary education through the provision of campus-based child care services.Among other revisions to the program, the bill increases the minimum and maximum grant amounts, allows grant funds to be used for additional purposes (e.g., child care subsidies and support services), and specifies additional grant application requirements.

District of Columbia Judicial Nominations Reform ActThis bill terminates the District of Columbia (DC) Judicial Nomination Commission. Currently, the commission recommends to the President nominees for judges for DC's Superior Court and Court of Appeals, who must then be confirmed by the Senate. The commission also appoints the chief judges for these courts. The bill terminates the commission's involvement in nominations and requires the President to appoint the chief judges.
