Hiring Preference for Veterans and Americans With Disabilities ActThis bill allows states and local jurisdictions to give a hiring preference (when hiring election workers to administer an election in the state or local jurisdiction) to veterans, individuals with a disability, and nonresident military spouses or dependents.Further, the bill prohibits states and local jurisdictions from refusing to hire a nonresident military spouse or dependent as an election worker solely on the grounds that the individual does not maintain a place of residence in the state or local jurisdiction.

Right to Override ActThis bill requires employers of health care professionals to allow such professionals to override artificial intelligence clinical decision support systems. It also prohibits employers from retaliating against those who override these systems. The bill defines artificial intelligence clinical decision support systems as technology that supports decision-making through the use of algorithms or models that are based on clinical practice guidelines or training data and that produces predictions, recommendations, evaluations, or analysis.Health care facilities, health plans, and other entities (including government entities) that employ health care professionals and use these systems must adopt policies that allow health care professionals to use their independent judgment to override outputs from these systems. Such entities must also provide training and establish a committee to advise the entity on these systems. The Department of Health and Human Services (HHS) must enforce these requirements, including by imposing civil penalties for violations.Also, the bill prohibits these employers from taking adverse employment actions, discriminating, or retaliating against those who override these systems in accordance with employer policies. The Department of Labor must enforce these protections, which may include civil penalties specified in the bill. Individuals alleging violations of these protections may (1) submit an administrative complaint to Labor, or (2) commence a civil action. State programs receiving federal funds do not have immunity regarding such civil actions brought by employees. States may also bring civil actions against employers for violating the bill’s requirements upon notice to HHS or Labor, as appropriate.

Federal Employees Civil Relief Act This bill establishes a framework to temporarily suspend certain judicial and administrative proceedings against a federal employee or contractor during a shutdown. Under the bill, a shutdown is a period in which (1) there is more than a 24-hour lapse in appropriations for any federal agency or department because a regular appropriations bill or a continuing resolution has not been enacted, or (2) the debt of the federal government is greater than the statutory limit. A federal worker (i.e., an employee of a government agency or contractor) who is furloughed or required to work without pay during a shutdown may apply to a court for a temporary stay, postponement, or suspension with respect to any payment of rent, mortgage, tax, fine, penalty, insurance premium, student loan repayment, or other civil obligation or liability that the worker owes or would owe during the duration of the shutdown. The bill includes related provisions that restrict evictions, foreclosures, the enforcement of liens, and the termination of insurance policies during a shutdown. It also provides for the deferral of federal income taxes and student loan payments during a shutdown. The Department of Justice may commence a civil action against any person who engages in (1) a pattern or practice of violating the requirements of this bill, or (2) a violation that raises an issue of significant public importance. A person aggrieved by a violation of this bill's requirements may also bring a private right of action.

Strengthening Rural Cooperatives and Communities ActThis bill reauthorizes through FY2029 and modifies the Rural Cooperative Development Grant (RCDG) Program. This Department of Agriculture (USDA) program provides grants to nonprofit institutions to help individuals and businesses start, expand, or improve rural cooperatives and other mutually-owned businesses through Rural Cooperative Development Centers.USDA may give an additional preference to grant applications that commit to providing a 25% matching contribution for the center with private funds and in-kind contributions. Specifically, USDA may award the maximum points in application scoring criteria to applicants that satisfy this requirement.Under the bill, cooperative development includes activities (e.g., outreach, education, training, and technical assistance) to support the startup, expansion, or ongoing sustainability of new and existing cooperatives. Current law does not define cooperative development.The bill directs the RCDG interagency working group to submit an annual report to Congress on its activities.Finally, the program currently includes cooperative research program requirements to collect data on the effects of all types of cooperatives on the national economy. Under the bill, USDA must analyze the data resulting from the research and include the data and analysis in the annual report to Congress.
