Reciprocity Ensures Streamlined Use of Lifesaving Treatments Act of 2025This bill establishes a reciprocal marketing approval process that allows for the sale of a drug, biological product, or medical device that has not been approved by the Food and Drug Administration (FDA) if the product is approved for sale in another country and there is an unmet need for the product.Specifically, in order to receive reciprocal approval, the bill requires the product's sponsor to demonstrate, among other things, that (1) the product has been approved in one of the countries specified in the bill, (2) neither the FDA nor any of the specified countries have withdrawn approval for the product because of safety or effectiveness concerns, and (3) there is a public health or unmet medical need for the product.The FDA may decline approval if it determines that the product is not safe or effective. The FDA may condition reciprocal approval on the conduct of postmarket studies.The FDA must issue a decision on whether to grant a request for reciprocal marketing approval within 30 days of receiving the request.Congress may pass a joint resolution to grant reciprocal marketing approval of a product that the FDA declines to approve through the reciprocal process.

Firearm Access During Shutdowns Act of 2025This bill requires various federal agencies to continue certain operations, functions, and services related to firearms during a government shutdown.The bill applies to the Federal Bureau of Investigation's National Instant Criminal Background Check System, including the processing of background checks in support of the operations of the Directorate of Enforcement Programs and Services of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF);the ATF's Directorate of Enforcement Programs and Services;the activities of the Department of Commerce's Bureau of Industry and Security relating to firearms and firearm-related products, including activities related to processing of applications for export licenses; andthe activities of the Department of State's Directorate of Defense Trade Controls relating to firearms and firearm-related products, including activities related to processing of applications for export licenses.Under the bill, (1) these operations, functions, and services are deemed to relate to an emergency involving the safety of human life or the protection of property; and (2) employees carrying out the operations, functions, and services are deemed to be excepted employees. (Under an exception in the Antideficiency Act, an employee whose duties involve the safety of human life or the protection of property may be required to work during a government shutdown. Employees who are required to work during a government shutdown because they fall under this or other exceptions are known as excepted employees.)

A bill to amend the Employee Retirement Income Security Act of 1974 to clarify the criteria by which a fiduciary may evaluate and select investments based on nonpecuniary factors, and to clarify the application of prudence and exclusive purpose duties to the exercise of shareholder rights.

Stop Pills That Kill Act This bill increases criminal penalties for offenses relating to the manufacture of fentanyl or counterfeit substances. It also establishes requirements for federal agencies to address the use of counterfeit substances. Specifically, the bill applies an increased criminal penalty for possessing, manufacturing, or distributing certain equipment or materials that are used to illegally manufacture fentanyl, an analogue of fentanyl, or a counterfeit substance (the increased penalty is currently limited to offenses involving methamphetamine). The Drug Enforcement Administration must establish and implement a plan to address counterfeit fentanyl or methamphetamine substances through law enforcement action and education and prevention efforts. In addition, the Department of Justice must annually report on the collection of counterfeit fentanyl or methamphetamine substances by law enforcement and on related prosecutions.

A bill to provide economic recovery payments to recipients of social security, supplemental security income, railroad retirement benefits, and veterans disability compensation or pension benefits.

Armed Forces Pay Act of 2025This bill provides continuing appropriations to pay members of the Armed Forces and civilian employees of the Department of Defense (DOD) and intelligence agencies during any period in which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown).Specifically, the bill provides continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service or inactive-duty training during the period; and (2) civilian employees of DOD, the Coast Guard, the Office of the Director of National Intelligence, and the Central Intelligence Agency.The appropriations provided by the bill are available until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) September 30, 2026. The bill also specifies that the funds provided by this bill for intelligence or intelligence-related activities are deemed to be specifically authorized by the Congress during FY2026 until the enactment of the Intelligence Authorization Act for Fiscal Year 2026.

Keep SNAP and WIC Funded Act of 2025This bill provides FY2026 appropriations for the Department of Agriculture (USDA) to continue operating the Supplemental Nutrition Assistance Program (SNAP); the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC); and a related block grant program if there is a lapse in FY2026 appropriations for USDA.Specifically, the bill provides appropriations to USDA for any period in which legislation to provide FY2026 interim continuing appropriations or full-year appropriations for USDA has not been enacted. If such a lapse in appropriations occurs, the bill provides the appropriations that are necessary to continueproviding uninterrupted SNAP benefits,providing consolidated block grants to Puerto Rico and American Samoa for nutrition assistance programs, andcarrying out WIC without interruption.In addition, the bill provides appropriations to pay any benefits under these programs that were missed on or after September 30, 2025, and before this bill is enacted.The appropriations for these purposes are available until the earlier of (1) the enactment into law of legislation to provide FY2026 appropriations for USDA (including continuing appropriations), or (2) September 30, 2026. The bill also requires USDA to use the funds provided by this bill to reimburse state agencies for costs that were incurred to carry out these programs during a lapse in appropriations, to the extent that the programs were carried out in accordance with federal law (including regulations) during the lapse.

Pay Our Capitol Police ActThis bill provides FY2026 continuing appropriations for the U.S. Capitol Police (USCP) to pay and provide benefits for employees who are working during a government shutdown.The bill provides the appropriations for any period during which interim or full-year appropriations for FY2026 are not in effect (i.e., a government shutdown). Specifically, the bill provides the appropriations to the USCP for salaries, overtime pay, hazardous duty pay, recruitment and retention bonuses, and employee benefits for (1) members of the USCP who are excepted employees (i.e., required to work) or are performing emergency work during the shutdown, and (2) civilian employees who are providing support to the members.The bill also provides appropriations for payments to USCP contractors who are providing support to the members of the USCP who are working during the shutdown. The appropriations provided by this bill may not be used during any period in which continuing appropriations are in effect for these purposes. The appropriations are available until the earlier of (1) the enactment into law of legislation to provide FY2026 appropriations for the USCP or the legislative branch (including continuing appropriations), or (2) September 30, 2026.The bill must take effect as if it had been enacted on October 1, 2025.

Supplemental Nutrition Assistance Program Benefits And Compensation for Keep-up Act of 2025 or the  SNAP BACK Act of 2025This bill requires the Department of Agriculture to reimburse states for costs incurred to carry out the Supplemental Nutrition Assistance Program (SNAP) during a lapse in appropriations for SNAP, to the extent that the state carried out SNAP in accordance with federal law (including regulations) during the lapse.
