Bitcoin for America Act

Summary

HB6180, titled the “Bitcoin for America Act,” would amend the Internal Revenue Code to allow taxpayers to pay federal taxes, penalties, and other amounts owed under the tax code with Bitcoin. The bill directs the Secretary of the Treasury to establish procedures for receiving Bitcoin, determining its fair market value at the time of payment, setting confirmation requirements on the Bitcoin network, and issuing guidance on documentation, reporting, and acceptable valuation methods. It also provides that taxpayers generally would not recognize gain or loss when transferring Bitcoin to satisfy a federal tax liability, subject to rules for any excess amount transferred. The bill further creates a Strategic Bitcoin Reserve within the Treasury Department. Bitcoin received through tax payments, and potentially Bitcoin acquired through other lawful means, would be deposited into the reserve and held for long-term benefit of the United States. The Secretary would be authorized to arrange custody and security measures such as cold storage and multisignature arrangements, and the reserve would generally be restricted from sale or disposal for 20 years, with any later disposition limited to no more than one-twentieth of holdings per year. Treasury would also be required to publish annual public reports on holdings and security arrangements.

Impact

If enacted, the bill would add a new section 6318 to the Internal Revenue Code and create new federal rules governing cryptocurrency tax payments, valuation, basis treatment, and information reporting. It would also establish a new federal reserve mechanism for Bitcoin under Treasury custody, affecting the administration of federal tax collection, Treasury asset management, and potentially financial institutions that serve as designated agents for receiving or converting Bitcoin. The bill would primarily affect taxpayers who hold Bitcoin, Treasury and IRS operations, and regulated financial institutions that may be contracted to handle Bitcoin payments.

Sentiment

The bill text and findings are strongly supportive of Bitcoin, presenting it as a scarce, inflation-resistant asset that could strengthen financial resilience, improve inclusion, and enhance national competitiveness. No committee transcript or recorded vote information is provided, so there is no documented legislative debate or formal vote sentiment in the available materials. Based on the bill’s framing, the proposal appears to be introduced in a favorable posture toward cryptocurrency adoption and federal acceptance of Bitcoin.

Contention

The main points of contention likely involve the policy and administrative risks of allowing federal taxes to be paid in Bitcoin, including valuation volatility, custody and security concerns, compliance with banking and sanctions rules, and the practicality of Treasury managing a strategic reserve of a highly volatile asset. Critics may also question the bill’s assumptions about Bitcoin’s long-term value, its suitability as a reserve asset, and whether the federal government should encourage broader use of cryptocurrency in tax administration. Supporters, by contrast, would likely emphasize financial innovation, diversification, and the ability to modernize tax payments.
