Veterans Accessibility Advisory Committee Act of 2025

Summary

HB1147, the Veterans Accessibility Advisory Committee Act of 2025, would create a new Veterans Advisory Committee on Equal Access within the Department of Veterans Affairs. The committee would be tasked with advising the VA on accessibility for individuals with disabilities across the department’s information, services, benefits, facilities, and procurement practices. It would include 15 voting members representing veterans with disabilities, accessibility experts, VA accessibility staff, and veterans service organizations, plus several ex officio VA and federal accessibility officials. The committee would meet at least twice a year, issue reports every two years, and terminate seven years after enactment. The bill also requires the VA to review and address accessibility barriers affecting veterans, the public, and employees, including compliance with the ADA, the Rehabilitation Act, the Plain Writing Act, the 21st Century Integrated Digital Experience Act, and the Architectural Barriers Act. It directs the VA to publish committee reports and its responses publicly, and it requires the Secretary to provide staffing, funding, and information needed for the committee’s work. In addition, the bill extends by two months a limitation on certain pension payments to veterans admitted to nursing facilities, moving the date from November 30, 2031 to January 31, 2032.

Impact

The bill would amend title 38 of the U.S. Code by adding a new section establishing a permanent statutory advisory structure for VA accessibility oversight, while also updating the table of sections in chapter 5. It would impose new reporting, consultation, and publication obligations on the Secretary of Veterans Affairs and would require the department to consider accessibility in facilities, digital services, communications, and procurement. The bill also makes a narrow change to section 5503(d)(7) of title 38 by extending the sunset date for certain pension-payment limitations for veterans in nursing facilities.

Sentiment

Based on the bill’s content and the absence of recorded opposition in the provided context, the measure appears generally supportive of veterans with disabilities and aligned with broader accessibility and compliance goals. The House passed the bill, and it was then received in the Senate and referred to the Senate Committee on Veterans’ Affairs, suggesting at least initial legislative support. The overall tone of the legislation is constructive and oversight-oriented rather than controversial.

Contention

The main substantive issue is how the VA should improve accessibility and which barriers deserve priority, including digital access, physical facilities, community care provider sites, and accessible procurement. The bill also contemplates the possible abolition or consolidation of inactive VA advisory committees, which could raise institutional or administrative concerns about committee structure and redundancy. The pension-payment extension is comparatively minor, but any change affecting nursing-facility pension limitations could draw attention from veterans’ advocates or budget-focused lawmakers depending on implementation and fiscal effects.
