All Economic Regulations are Transparent Act of 2023 or the ALERT Act of 2023 This bill establishes various reporting requirements with respect to federal agency rulemaking. Specifically, each agency must submit a monthly report to the Office of Information and Regulatory Affairs (OIRA) for each rule the agency expects to propose or finalize during the following year, including information about the objectives and legal basis for the rule as well as whether the rule is subject to periodic review based on its significant economic impact. Additionally, each agency must submit a monthly report for any rule expected to be finalized during the following year for which the agency has issued a general notice of proposed rulemaking, including an approximate schedule for completing action on the rule and an estimate of its cost and economic effects. OIRA must publish this information online and, subject to certain exceptions, a rule may not take effect until the information has been published for at least six months. The bill also requires OIRA to annually publish in the Federal Register specified information it receives from agencies under this bill, including a list of each rule an agency has proposed and the total cost of all rules proposed or finalized. OIRA must further publish online (1) any analysis of the costs or benefits of rules that were proposed or finalized during the previous year, and (2) a list of rules that were subjected to various forms of review during the previous year.

Residential Substance Use Disorder Treatment Act of 2023 This bill revises and reauthorizes through FY2027 grants for residential substance use disorder treatment programs at state and local correctional and detention facilities. Among the revisions, the bill replaces statutory references to substance abuse with substance use disorder, specifies that the term residential substance use disorder treatment program includes a medication-assisted treatment program, requires the chief medical officer or other staff overseeing a program to complete training on the science of addiction and the latest research and clinical guidance on treating substance use disorders in criminal justice settings, and allows people who are awaiting trial or in pretrial detention to participate in the programs.

Marginal Well Protection Act This bill amends the Clean Air Act to exclude certain facilities from reporting and payment requirements related to methane waste emissions. Under the bill, the requirements do not apply to facilities that produce less than 15 barrels of oil per day and less than 90 thousand cubic feet of natural gas per day.

Banning Oil Exports to Foreign Adversaries Act This bill requires the Department of Energy (DOE) to prohibit the export or sale of petroleum products (e.g., crude oil) from the Strategic Petroleum Reserve to (1) China, North Korea, Russia, and Iran; (2) any other country the government of which is subject to sanctions imposed by the United States; and (3) any entity owned, controlled, or influenced by such countries or the Chinese Communist Party. However, DOE may issue a waiver of the prohibition if the export or sale of petroleum products is in the national security interests of the United States.

Bipartisan Social Security Commission Act of 2023 This bill establishes a temporary commission within the legislative branch to provide Congress with recommendations and proposed legislation to ensure the solvency of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (commonly referred to as the Social Security trust funds) for at least 75 years. The bill also sets out expedited procedures for the consideration of legislation proposed by the commission. The commission terminates within 60 days of providing its recommendations and proposed legislation.

Cybersecurity Vulnerability Remediation Act This bill authorizes the Department of Homeland Security to take certain actions with the goal of countering cybersecurity vulnerabilities. The Cybersecurity and Infrastructure Security Agency must report on its activities to coordinate disclosures of cybersecurity vulnerabilities. The report must address, among other topics, relevant policies and procedures; the degree to which disclosed information is acted upon by industry and other stakeholders; and the preservation of privacy and civil liberties when collecting, using, and sharing vulnerability disclosures. The National Cybersecurity and Communications Integration Center may disseminate protocols to counter cybersecurity vulnerabilities to information systems and industrial control systems, including in circumstances in which such vulnerabilities exist because software or hardware is no longer supported by a vendor. The Science and Technology Directorate may establish a competition to develop remedies for cybersecurity vulnerabilities.

Public Housing Emergency Response Act This bill authorizes additional assistance from the Public Housing Capital Fund to public housing agencies (PHAs) based upon capital needs as determined by the PHA's most recent physical needs assessment. The physical needs assessment identifies work that a PHA would need to undertake to bring its units up to certain energy conservation standards and other standards.

Promoting Local Management of the Lesser Prairie Chicken Act This bill prohibits any population of the lesser prairie-chicken (Tympanuchus pallidicinctus) in Kansas, Oklahoma, Texas, Colorado, or New Mexico from being listed as endangered or threatened under the Endangered Species Act of 1973 (ESA). The lesser prairie-chicken is a type of grouse. Currently, two distinct population segments (DPS) of the lesser prairie-chicken are listed under the ESA. The Southern DPS of the lesser prairie-chicken is listed as endangered and the Northern DPS is listed as threatened. The bill removes both populations from the list. In addition, the bill bans Interior from listing any population of the lesser prairie-chicken as endangered or threatened in the future.
