Commercial Remote Sensing Amendment Act of 2023 This bill modifies provisions relating to the licensing of private remote sensing space systems. (Remote sensing refers to the collection of unenhanced data by an instrument in Earth's orbit that can be processed into imagery of surface features of the Earth; private remote sensing space systems refer to remote sensing instruments not owned by the U.S. government.) The bill decreases from 120 to 60 days the amount of time in which the National Oceanic and Atmospheric Administration must review and make a determination on an application for a license to operate a private remote sensing space system. Further, the bill expands annual reporting on the licensing of private remote sensing systems to include a list of all applications, listed by tier, as well as the rationale for each tier categorization (currently, each license is categorized into one of three tiers based on whether the system produces or is capable of producing unenhanced data that is already available from other entities). Additionally, the report must include all terms, conditions, or restrictions placed on licensees. The bill also extends the requirement for annual reports from September 30, 2020, to September 30, 2030.

This bill requires the Department of Veterans Affairs (VA) to designate one week per year as Battle Buddy Check Week for the purposes of organizing outreach events and educating veterans on how to conduct peer wellness checks. The VA shall ensure that the Veterans Crisis Line has a plan for handling the potential increase in calls that may occur during such week.

ADA Compliance for Customer Entry to Stores and Services Act or the ACCESS Act This bill establishes certain procedural requirements in relation to complaints under the Americans with Disabilities Act of 1990 (ADA) regarding access to public accommodations (i.e., businesses and nonprofits that are open to the public, such as stores, restaurants, and hotels). It also requires educational outreach and studies by federal agencies to promote ADA compliance. Specifically, the bill establishes a notice and cure period before a claimant may file a civil action against a public accommodation for failing to remove a barrier to access. Claimants must first provide the owner or operator of the public accommodation with a written notice specific enough to identify the barrier and the circumstances under which access was denied. An owner or operator then has 60 days to respond with a description of forthcoming changes and another 60 days after providing the description to make the changes, or show substantial progress in making the changes, before the claimant may proceed with a civil action. The bill also requires (1) the Department of Justice (DOJ) to develop a program to educate state and local governments and property owners on strategies to promote ADA compliance, (2) the Judicial Conference of the United States to develop a model program to promote alternative dispute resolution to resolve claims, and (3) the DOJ to study whether certain web content accessibility standards and telephone services provide reasonable accommodations under the ADA.

Clean Water SRF Parity Act This bill expands the state revolving fund established under the Clean Water Act, including by allowing low-interest loans to be given to privately owned treatment works to address wastewater. Currently, loans are given to wastewater systems that are publicly owned.

Triple-Negative Breast Cancer Research and Education Act of 2023 This bill requires research and education activities related to triple-negative breast cancer. The cells of these breast cancers are negative for estrogen receptors, progesterone receptors, and excess HER2 protein, so they do not respond to hormonal therapy medicines or medicines that target the HER2 protein receptors. Specifically, the National Institutes of Health must conduct and support research into the disease. Additionally, the Centers for Disease Control and Prevention and the Health Resources and Services Administration must develop information about triple-negative breast cancer, including information regarding the elevated risk for minority women, for the public and for health care providers.

Preventing Unjust Red Flag Laws Act of 2023 This bill prohibits the use of federal funds to implement or enforce red flag laws. The term red flag law means a risk-based, temporary, and preemptive protective order that authorizes the removal of a firearm without due process.

United States-Mexico Tourism Improvement Act of 2023 This bill requires the Department of State to develop and report to Congress a strategy to improve bilateral tourism between the United States and Mexico and third-party tourism to the two countries. The strategy shall (1) involve dialogue and cooperation between the two governments; and (2) prioritize sectors including hospitality, retail, and cultural education.

Earned Income Tax Credit Equity for Puerto Rico Act of 2021 This bill makes residents of Puerto Rico eligible for the federal earned income tax credit.

District of Columbia Legislative Home Rule Act This bill eliminates the authority of Congress to nullify recently enacted laws of the District of Columbia (DC). Current law generally permits Congress to review and disapprove, through a joint resolution, measures enacted by the DC Council. If the President signs the resolution, the measure may not go into effect. The bill eliminates that congressional review process.

Terminate TikTok on Campus Act of 2023 This bill prohibits an institution of higher education (IHE) from receiving federal funds unless the IHE takes certain actions to ban the use of the social media video application TikTok. Specifically, the IHE must develop and implement standards and guidelines (1) prohibiting the use of TikTok on electronic devices owned or issued by the IHE, and (2) requiring the removal of TikTok from these devices. The bill includes an exception for research that (1) is conducted, supervised, or authorized by an IHE's faculty; and (2) pertains to national security, law enforcement, telecommunications, or cybersecurity.

Amending the Rules of the House of Representatives to require the Speaker to allow the Cable-Satellite Public Affairs Network (C-SPAN) to broadcast and record the floor proceedings of the House, and for other purposes.

Puerto Rico Nutrition Assistance Fairness Act This bill sets out a process to enable Puerto Rico to participate as a state in the Supplemental Nutrition Assistance Program (SNAP). Under current law, a state receives SNAP funding based on the number of participating households in the state whereas Puerto Rico receives a block grant to fund its nutrition assistance program. The bill requires Puerto Rico to submit to the Department of Agriculture (USDA) a plan of operation to transition away from the consolidated block grant program to SNAP. USDA must provide appropriate training and technical assistance to enable Puerto Rico to formulate such plan.

Puerto Rico Data Collection Equality Act This bill addresses the collection and publication of statistics relating to Puerto Rico. Specifically, the bill requires the Interagency Council on Statistical Policy to develop and implement a plan to collect and publish statistics regarding Puerto Rico in the same manner as federal agencies collect and report statistics for the states.
