<p><strong>Disabled Veterans Tax Termination Act</strong></p> <p>This bill modifies provisions related to military retired pay. Specifically, the bill authorizes veterans with a service-connected disability of less than 50% to concurrently receive both retired pay and disability compensation. The bill also makes qualified disability retirees with less than 20 years of retirement-creditable service eligible for concurrent receipt, subject to specified reductions in retired pay.</p>

<p> <strong>SALT Marriage Penalty Elimination Act</strong></p> <p>This bill increases from $10,000 to $20,000 the amount that a married couple filing a joint tax return may deduct as state and local taxes (thus eliminating the tax effect known as the marriage penalty with respect to the deduction).</p>

<p><strong></strong><strong>NOTAM Improvement Act of 2023</strong></p> <p>This bill directs the Federal Aviation Administration (FAA) to establish the FAA Task Force on NOTAM (notice to air missions required by international or domestic law) Improvement. A <em>NOTAM</em> is a notice containing information essential to personnel concerned with flight operations but not known far enough in advance to be publicized by other means. It states the abnormal status of a component of the National Airspace System. </p> <p>Specifically, the task force must (1) review existing methods for presenting NOTAMs and flight operations information for pilots; (2) review regulations and policies relating to NOTAMs, including their content and presentation to pilots; (3) evaluate and determine best practices to organize, prioritize, and present flight operations information in a manner that optimizes pilot review and retention of relevant information; (4) provide recommendations to improve the presentation of NOTAM information; and (5) report to Congress on its reviews and evaluations.</p>

<p><b>Improving the Federal Response to Organized Retail Crime Act of 2023</b></p> <p>This bill requires various federal agencies to develop a strategy to improve coordination with state and local law enforcement entities to address organized retail crime.</p> <p>Specifically, the bill requires the Department of Justice, the Department of Homeland Security, the U.S. Postal Service, and other relevant agencies to </p> <ul type="disc"> <li>improve federal information sharing about organized retail crime networks;</li> <li>assist state and local law enforcement in compiling materials and evidence necessary to prosecute organized retail crime; and </li> <li>increase cooperation and information sharing between federal agencies, the retail industry, and retail crime task forces. </li> </ul> <p>The bill also requires the Government Accountability Office to report on coordination between the private sector and law enforcement to deter and investigate organized retail crime. </p>

<p><b>Transparent Representation Upholding Service and Trust in Congress Act or the TRUST in Congress Act</b></p> <p>This bill requires a Member of Congress, as well as any spouse or dependent child of a Member, to place specified investments into a qualified blind trust (i.e., an arrangement in which certain financial holdings are placed in someone else's control to avoid a possible conflict of interest) until 180 days after the end of their tenure as a Member of Congress. </p>

<p><b>Capitol Remembrance Act</b></p> <p>This bill requires the Architect of the Capitol (AOC) to design and install in a prominent location in the U.S. Capitol a permanent exhibit that depicts the January 6, 2021, attack on the Capitol.</p> <p>To the extent possible, the AOC must preserve property that was damaged during the attack and include it in the exhibit. The AOC must also include (1) existing photographic records relating to the attack; and (2) a plaque to honor the U.S. Capitol Police and other law enforcement agencies that protected the Capitol, the individuals who died or sustained injuries to protect the Capitol, and the staff who helped restore the Capitol complex after the attack.</p>

<p><strong>Reduce Exacerbated Inflation Negatively Impacting the Nation Act </strong></p> <p>This bill requires the Office of Management and Budget and the Council of Economic Advisers to provide an inflation estimate for each executive order that is projected to cause an annual gross budgetary effect of at least $1 billion. </p> <p>The estimate must determine whether the executive order will have </p> <ul> <li>no significant impact on inflation,</li> <li>a quantifiable inflationary impact on the Consumer Price Index, or</li> <li>a significant impact on inflation that cannot be quantified at the time the estimate is prepared.</li> </ul> <p>The requirement does not apply to executive orders that (1) provide for emergency assistance or relief at the request of any state or local government or an official of the government, or (2) are necessary for national security or the ratification or implementation of international treaty obligations.</p>

<p><strong>Require Employees To Uniformly Return Now Act or the RETURN Act</strong></p> <p>This bill prohibits Internal Revenue Service (IRS) employees from teleworking during the period beginning five business days after the enactment of this bill and ending on the date on which the IRS certifies that the processing backlog for 2020 income tax returns has been eliminated.</p> <p>The Department of the Treasury may not obligate additional funds for the IRS until the date on which the IRS certifies the backlog has been eliminated.</p>

<p><strong>Ensuring Accountability in Agency Rulemaking Act</strong></p> <p>This bill requires, subject to a limited exception, that any agency rule promulgated under notice and comment procedures must be issued and signed by an individual who was appointed by the President and confirmed by the Senate. </p> <p>The Office of Information and Regulatory Affairs must issue guidance for agencies to implement this requirement.</p>

<p><strong>LEOSA Reform Act</strong></p> <p>This bill broadens the authority for certain law enforcement officers to carry concealed firearms across state lines.</p> <p>Specifically, the bill allows qualified active and retired law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones; in national parks; on state, local, or private property that is open to the public; and in certain federal facilities that are open to the public.</p> <p>Further, the bill permits states to reduce the frequency with which retired law enforcement officers must meet certain qualification standards. </p>

<p><strong></strong><b>Standardizing Thresholds Of Penalties for Fentanyl Act or the STOP Fentanyl Act</b></p> <p> This bill reduces the drug quantity thresholds that trigger a mandatory minimum prison term for a defendant who manufactures, distributes, imports, exports, or possesses with intent to distribute fentanyl. The bill also creates enhanced criminal penalties for certain violations involving fentanyl that was imported along the U.S.-Mexico border. </p> <p>Specifically, the bill reduces from 400 to 5 grams the fentanyl quantity and from 100 to 0.05 grams the fentanyl analogue quantity that trigger a mandatory minimum prison term for high-level first-time or repeat offenders. It also reduces from 40 to 0.5 grams the fentanyl quantity and from 10 to 0.005 grams the fentanyl analogue quantity that trigger a mandatory minimum prison term for low-level first-time or repeat offenders.</p> <p>Additionally, the bill creates enhanced mandatory minimum prison terms for importing or exporting fentanyl that was imported along the U.S.-Mexico border.</p>

<p><b>Small Business Emergency Savings Accounts Act of 2023</b></p> <p>This bill allows a new tax deduction from gross income for amounts paid into a small business emergency savings account. Such savings accounts are established exclusively to pay the qualified disaster and public health emergency expenses of the account beneficiary.</p> <p>The bill defines <i>qualified disaster and public health emergency expenses</i> as disaster loss replacement expenses, disaster recovery operations expenses, and public health emergency expenses.</p>
