<p><strong>Permanently Repeal the Estate Tax Act of 2023</strong></p> <p>This bill repeals the federal estate tax, effective for estates of decedents dying after December 31, 2022.</p>

Recognizing the 94th birthday of Martin Luther King, Jr., and the 40th anniversary of the Martin Luther King, Jr., Holiday.

<p><strong></strong><b>Safer Streets Act of 2023</b></p> <p>This bill directs the Department of Justice to award grants to units of local governments and neighborhood or community-based organizations in jurisdictions with high rates of violent crime. Grants may be used to support law enforcement purposes or community violence prevention purposes, such as hiring additional officers, acquiring surveillance equipment, and promoting prevention programs. </p>

<p><strong>Dismantling Investments in Violation of Ethical Standards through Trusts Act</strong></p> <p>This bill prohibits a senior federal employee, his or her spouse, or dependent children from holding, purchasing, or selling certain financial instruments during the employee's term of service.</p> <p>Any profit made in violation of the prohibition must be disgorged to the Treasury and may subject the individual to a civil fine. The bill also requires the submission of an annual certification of compliance and requires the Government Accountability Office to conduct a compliance audit.</p> <p> A loss from a transaction or holding involving a covered financial instrument that is conducted in violation of this bill may not be deducted from the amount of income tax owed by the applicable senior federal employee, spouse, or dependent child.</p> <p>A senior federal employee who holds or conducts a transaction involving a covered financial instrument in violation of this bill may be subject to a civil fine assessed by the supervising ethics office.</p>

To authorize the use of United States Armed Forces against those responsible for trafficking fentanyl or a fentanyl-related substance into the United States or carrying out other related activities that cause regional destabilization in the Western Hemisphere.

Recognizing the roles and contributions of the men and women in the public safety community who operate unmanned aircraft systems.

Calling for the full implementation of the Belfast/Good Friday Agreement and expressing hope for the continued success of the Northern Ireland peace process on the 25th anniversary of the Belfast/Good Friday Agreement.

<p><strong>Close the Double Subsidy Loophole for Electric Vehicles Act</strong></p> <p>This bill reduces the allowable amount of the tax credit for a new qualified plug-in electric drive motor vehicle by any subsidy made available by the state in which the vehicle is registered and was placed in service.</p>

<p><b>Justice for Murder Victims Act</b></p> <p>This bill allows a prosecution to be instituted for any federal homicide offense without regard to the time that elapsed between the act or omission that caused the death of the victim and the death of the victim. </p>

<p><strong>Illicit Arms Trafficking Security Enforcement Act</strong></p> <p>This bill directs the Department of Homeland Security to establish a new unit&#8212;a Border Enforcement Security Task Force unit&#8212;to investigate transnational criminal organization arms smuggling across the international border between the United States and Mexico.</p> <p>The purposes of the new unit include, among other things, reducing arms smuggling from the United States to Mexico.</p>

<p><b>Rosa Parks Day Act</b></p> <p>This bill designates Rosa Parks Day as a federal holiday.</p>

<p><strong>Puerto Rico Film, Television, and Theatre Production Act of 2023</strong></p> <p>This bill extends the expensing provisions for film, television, and theater productions to productions in Puerto Rico. (Expensing permits the write-off of property costs in the current taxable year rather than amortizing such costs over a period of years.)</p>

<p><strong>Federal Student Loan Integrity Act</strong></p> <p>This bill limits the authority of the Department of Education (ED) to waive or modify statutes and regulations in response to military contingencies or national emergencies, including by prohibiting ED from further using this authority in connection with the COVID-19 national emergency.</p> <p>Under the Higher Education Relief Opportunities for Students (HEROES) Act of 2003, ED may waive or modify any statutory or regulatory provision applicable to federal student-aid programs as ED deems necessary in connection with a war or other military operation or national emergency. This bill prohibits ED from issuing a waiver or modification that (1) provides for a period that exceeds 30 days during which payments of principal or interest due on federal student loans are suspended or interest does not accrue on such loans, or (2) results in the discharge or cancellation of any outstanding balance owed on federal student loans.</p> <p>Further, the bill prohibits ED from using this authority to waive or modify any statutory or regulatory provision applicable to federal student-aid programs in connection with the national emergency declared by the President on March 13, 2020, to respond to COVID-19. </p>

Expressing the sense of the House of Representatives that the Citizens' Stamp Advisory Committee, as an entity of the United States Postal Service, should issue a commemorative stamp in honor of Congressman Elijah E. Cummings.

<p><b>Protecting Life from Chemical Abortions Act</b></p> <p>This bill nullifies certain changes made by the Food and Drug Administration (FDA) to dispensing requirements for mifepristone. (Mifepristone is a drug that is approved to end pregnancies through 10 weeks gestation when used in conjunction with the drug misoprostol. The procedure is often referred to as medication abortion or the abortion pill.)</p> <p>The FDA regulates the use of mifepristone through the Mifepristone Risk Evaluation and Mitigation Strategy (REMS) program. The program requires health care providers to comply with certain requirements in order to prescribe or dispense mifepristone to end a pregnancy; the program previously included an in-person dispensing requirement that required mifepristone to be directly dispensed to patients in clinics, medical offices, or hospitals. During the COVID-19 public health emergency, the FDA temporarily stopped enforcing the in-person dispensing requirement, which allowed mail-order pharmacies to fill and dispense mifepristone prescriptions. </p> <p>In January 2023, the FDA modified program requirements so as to (1) remove the in-person dispensing requirement, and (2) require pharmacies to be certified in the program in order to dispense mifepristone. The modifications allow retail pharmacies, after receiving certification, to dispense mifepristone pursuant to prescriptions that are written by program-certified prescribers.</p> <p>The bill nullifies the January 2023 changes and prohibits the FDA from (1) exercising any enforcement discretion with respect to program requirements, or (2) reducing program protections until every state submits certain data regarding abortions to the Centers for Disease Control and Prevention. </p> <p>The bill also generally prohibits the declaration of a public health emergency with respect to abortions. </p> <p><br> </p>
