States' Education Reclamation Act of 2023 This bill abolishes the Department of Education (ED) and repeals any program for which it has administrative responsibility. The Department of the Treasury shall provide grants to states, for FY2023-FY2031, for elementary, secondary, and postsecondary education purposes permitted by state law. The level of funding is set at the amount provided to states for federal elementary and secondary education programs and the amount provided for federal postsecondary education programs, respectively, for FY2023, minus the funding provided for education programs that the bill transfers to other federal agencies. States must contract for an annual audit of their expenditures or transfers of grant funds. Program administrative responsibility and delegation of authority are transferred as follows: ED's job training programs to the Department of Labor, each special education grant program under the Individuals with Disabilities Education Act to the Department of Health and Human Services (HHS), ED's Indian education programs to the Department of the Interior, each Impact Aid program under the Elementary and Secondary Education Act of 1965 to the Department of Defense, the Federal Pell Grant program and each federal student loan program to Treasury, and programs under the jurisdiction of the Institute of Education Sciences or the D.C. Opportunity Scholarship Program to HHS.
Proposing an amendment to the Constitution of the United States to prohibit Members of Congress from receiving compensation during a fiscal year unless both Houses of Congress have agreed to a concurrent resolution on the budget for that fiscal year prior to the beginning of that fiscal year.
Professional Pell Education Learning Act or the PROPEL Act This bill expands student eligibility for Pell Grants by allowing students to use these grants for enrollment in educational programs that consist of vocational or technical training, flight training, apprenticeship, or other on-job training. In addition, the bill expands institutional eligibility under the Federal Pell Grant program, including by allowing these vocational and training programs to be unaccredited.
Medicare Dental, Vision, and Hearing Benefit Act of 2023 This bill provides for Medicare coverage of dental, vision, and hearing care. Coverage includes (1) routine dental cleanings and exams, basic and major dental services, emergency dental care, and dentures; (2) routine eye exams, eyeglasses, and contact lenses; and (3) routine hearing exams, hearing aids, and exams for hearing aids. With respect to such care, the bill establishes special payment rules, limitations, and coinsurance requirements.
Close the Medigap Act of 2023 This bill (1) expands guaranteed issue rights with respect to Medigap policies (Medicare supplemental health insurance policies), (2) eliminates certain limitations on Medigap policies for newly eligible Medicare beneficiaries, and (3) modifies other provisions related to Medigap policies. (Guaranteed issue rights require that a policy be offered to any eligible applicant without regard to health status.)
Early Intervention Program Funding for Fiscal Year 2024-25
Native American Education Opportunity Act This bill addresses education savings account programs and charter schools for tribal students. Specifically, the bill requires the Department of Education and the Department of the Interior, at the request of federally recognized Indian tribes, to provide funds to tribes for tribal-based education savings account programs. Tribes must use these funds to award grants to education savings accounts for students who (1) attended or will be eligible to attend a school operated by the Bureau of Indian Education (BIE); or (2) will not be attending a school operated by the BIE, receiving an education savings account from another tribe, or attending public elementary or secondary school while participating in the program. Funds may be used for items and activities such as costs of attendance at private schools, private tutoring and online learning programs, textbooks, educational software, or examination fees. The Government Accountability Office must review the implementation of these education savings account programs, including any factors impacting increased participation in such programs. Additionally, the bill authorizes the BIE to approve and fund charter schools at any school that it operates or funds.
Close Biden's Open Border Act This bill provides $15 billion for the Department of Homeland Security to construct a border wall along the southern border of the United States. It also imposes a two-year moratorium on funding for U.S. contributions to the United Nations (U.N.). During the two-year period, funds may not be authorized or otherwise made available for contributions to the U.N.
Veterans Collaboration Act This bill requires the Department of Veterans Affairs (VA) to carry out a two-year pilot program in states with the highest veteran populations to promote collaboration between the VA, nonprofit organizations, and institutions of higher learning. The VA shall emphasize collaboration with (1) veterans service organizations that provide personnel with appropriate credentials to assist veterans in filing disability compensation claims and appeals with the VA, and (2) educational institutions that provide veterans with pro bono legal assistance.
World Deserves To Know Act This bill requires sanctions on certain members of the Chinese Communist Party (CCP) and officials of Chinese health agencies. It also addresses related issues. The President must impose visa- and property-blocking sanctions on any foreign person who is a CCP official and who is knowingly responsible for or complicit in (1) the disappearances of whistleblowers and citizen journalists in China relating to COVID-19, or (2) limiting free speech and academic freedom in China relating to COVID-19. The President must also impose such sanctions on specified individuals who have leadership positions in China's Center for Disease Control and Prevention and China's National Health Commission (NHC). The authority to impose such sanctions shall end when the President certifies to Congress that an independent and unimpeded investigation into the potential origin of COVID-19 from the Wuhan Institute of Virology has taken place. The bill also bars federal funds and certain federal student assistance from going to institutions of higher education that enter into a contract with any element or China-based affiliate of the NHC. Federal funding to the National Academy of Sciences may not be used to enter into a contract with any element or China-based affiliate of the NHC. The Government Accountability Office must report to Congress a review of all funds that the National Institutes of Health have made available to the NHC since FY2010. This report must also be publicly available.
