AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 3; Title 12 and Title 54, relative to roadside facilities for motorists.

Summary

SB2529 requires the Tennessee Department of Transportation to add wayfinding signs or markers for rest areas and welcome centers that have adult-sized changing tables. The bill defines an adult-sized changing table as a powered, height-adjustable platform located in a single-occupancy family restroom. When TDOT is already replacing or modifying existing signage, it must install a symbol or language indicating the availability of these facilities on nearby interstate and state highway rights-of-way, or incorporate that information into existing signs. The bill also allows TDOT to consult with the Department of Tourist Development on the design, manufacturing, installation, and placement of the signs. Any symbols, language, or markers used must comply with the Manual on Uniform Traffic Control Devices and Tennessee’s supplemental guidelines. In addition, TDOT must publish on its website the locations of rest areas and welcome centers that offer adult-sized changing tables. The act takes effect July 1, 2026.

Impact

This bill amends Tennessee Code Annotated Title 4, Chapter 3 by adding a new section governing signage for roadside facilities, and it affects TDOT’s responsibilities for rest area and welcome center signage on the interstate and state highway systems. It does not create a new benefit program or mandate construction of changing tables; instead, it requires identification and public notice of existing facilities through standardized signage and online location listings. The practical impact is on transportation operations, accessibility information, and travelers who need adult-sized changing tables, including people with disabilities and caregivers.

Sentiment

The bill appears to have been broadly well received and noncontroversial. It passed the Transportation and Safety Committee unanimously and later cleared the House and Senate floor votes without any recorded opposition. The lack of dissent suggests general support for improving accessibility and traveler information at state rest areas and welcome centers.

Contention

There is little evidence of substantive contention in the available record. The only potentially debatable issues are implementation details: whether signage should be added only when existing signs are being replaced or modified, how the symbols or language should be designed to comply with MUTCD standards, and the extent of coordination with the Department of Tourist Development. No opposing arguments or divided votes are reflected in the committee or floor history.
