AN ACT to amend Tennessee Code Annotated, Title 4, Chapter 25 and Title 58, Chapter 3, relative to veterans services.

Summary

SB2483 directs the Tennessee Department of Veterans Services to conduct a study of county veterans service offices using existing departmental resources. The study must evaluate county veterans service officer staffing levels, accreditation status, office hours, budgets, and funding sources, and it must also identify underserved areas by analyzing veteran populations by county, comparing those populations to the availability of accredited CVSOs, and locating counties or regions without a full-time CVSO. The bill also requires the department to review operational capacity through county-level workload and productivity metrics, document local outreach efforts and partnerships that assist veterans, and identify possible funding mechanisms to support local veterans service offices. The department must submit a report of its findings to the governor and legislative leaders by December 31, 2026, and the new section is repealed on January 1, 2027. The act takes effect immediately upon becoming law.

Impact

The bill does not directly change veterans benefits or create a new permanent program; instead, it adds a temporary reporting requirement to Tennessee Code Annotated Title 58, Chapter 3. Its practical effect is to require the Department of Veterans Services to assess the adequacy and distribution of county-level veterans service resources and to provide lawmakers with data that could inform future funding, staffing, or structural changes affecting county veterans service offices and the veterans they serve.

Sentiment

The bill appears to have broad support overall, as reflected by its unanimous floor passage in both chambers. It also advanced through the Senate State & Local Government Committee on a 6-3 vote, indicating some committee-level disagreement, but the final votes suggest the measure was generally viewed favorably as a study and reporting bill rather than a controversial policy change.

Contention

The main point of contention appears to have been at the committee stage, where the bill passed 6-3 with amendments, suggesting some members had concerns about the scope, usefulness, or resource implications of the study. Because the bill requires the department to act within existing resources, any debate likely centered on whether the study could be completed effectively without additional funding and whether the report would lead to meaningful improvements for counties with limited veterans service capacity.
