Tennessee 2025-2026 Regular Session

Tennessee House Bill HB1994

Introduced
1/22/26

Caption

AN ACT to amend Tennessee Code Annotated, Title 3; Title 4, Chapter 10 and Title 58, relative to the Hurricane Helene natural disaster.

Summary

HB1994 directs the Tennessee Advisory Commission on Intergovernmental Relations (TACIR) to conduct a comprehensive evaluation of how local and state officials, departments, and agencies prepared for and responded to the Hurricane Helene natural disaster. The study is intended to examine both the effectiveness of the response and the coordination among government entities involved in disaster management. The bill also requires all appropriate local and state officials, departments, and agencies to assist TACIR with the evaluation. By January 31, 2027, TACIR must submit a report to the relevant Senate and House committees detailing its findings and offering recommendations, including any proposed legislation, on lessons learned and best practices for future disaster response.

Impact

The bill does not directly change disaster-response rules or create new emergency powers; instead, it adds a new statutory duty for TACIR under Title 4, Chapter 10 to study the Hurricane Helene response and report to the legislature. Its practical effect is to create an official review process that may inform future amendments to Tennessee law governing emergency preparedness, intergovernmental coordination, and disaster response.

Sentiment

No committee transcript or vote record is provided, so there is no documented floor or committee debate to gauge sentiment. Based on the bill text, the measure appears largely informational and retrospective, suggesting a generally neutral or supportive posture because it seeks lessons learned rather than imposing immediate regulatory burdens.

Contention

No specific points of contention are documented in the available materials. Potential areas of debate, if any arise, would likely concern the scope of TACIR’s review, the burden on state and local agencies to assist with the evaluation, and whether the resulting recommendations should lead to new mandates or funding commitments.
