AN ACT to amend Chapter 148 of the Private Acts of 1983; as amended by Chapter 229 of the Private Acts of 1984 and Chapter 9 of the Private Acts of 2011; and any other acts amendatory thereto, relative to the Tennessee Technology Corridor Development Authority.

Summary

HB1410 repeals a set of private acts governing the Tennessee Technology Corridor Development Authority, a Knox County entity created by earlier private legislation in 1983, 1984, and 2011. The bill does not create a new program or regulatory scheme; instead, it removes the existing private-acts framework that has been used to authorize and govern the authority. The repeal is structured as a local act with a contingency: it only takes effect if approved by a two-thirds vote of the Knox County legislative body. The act becomes effective immediately for the limited purpose of allowing that local approval process, but for all other purposes it depends on county approval and certification to the secretary of state.

Impact

If approved by Knox County, the bill would eliminate the private-acts provisions currently controlling the Tennessee Technology Corridor Development Authority and thereby alter or terminate the legal basis for that authority’s operation under those acts. Because it is a repeal of local private legislation, its practical effect is limited to Knox County and the affected authority, rather than statewide general law.

Sentiment

The bill appears to have been noncontroversial and broadly supported. It advanced unanimously in the House Private Acts Committee, unanimously in the House State & Local Government Committee, and passed the House on the consent calendar with 94 yeas and 0 nays. The lack of recorded opposition suggests general agreement with the repeal or with leaving the final decision to the Knox County legislative body.

Contention

There is little visible contention in the available record. The only substantive issue implied by the bill is whether the Tennessee Technology Corridor Development Authority should continue to exist under the current private acts or be repealed, but no opposing arguments are recorded in committee materials. The bill’s two-thirds local-approval requirement indicates that the final decision is intended to rest with Knox County officials rather than the state legislature alone.
