Greenville Airport Commission

Summary

S. 213 amends the special law governing the Greenville Airport Commission to increase the commission’s authorized total indebtedness to $20 million. The bill keeps the existing financing structure in place: the commission may borrow money, issue bonds, notes, and other evidences of indebtedness, and secure those obligations with revenue from airport facilities or with commission-owned assets. The measure is limited to the Greenville Airport Commission and does not create a new statewide program. The bill also preserves the current legal protections around that debt. It states that neither the faith and credit of the State of South Carolina nor of Greenville County or the City of Greenville may be pledged for repayment, and it continues to shield commission members and signers from personal liability. The act takes effect upon approval by the governor.

Impact

This bill changes Act 919 of 1928, as amended, by raising the maximum debt the Greenville Airport Commission may incur from the prior cap to $20 million. In practical terms, it expands the commission’s ability to finance airport operations, maintenance, and capital improvements such as extensions, additions, or other facility upgrades. It affects the commission’s borrowing authority and the terms under which airport-related revenue debt may be issued, but it does not authorize general obligation debt backed by state or local taxpayers.

Sentiment

The available legislative record suggests broad support and little opposition. The Greenville Delegation recommended the bill do pass, and the House passed it unanimously, 90-0. That voting pattern indicates the measure was viewed as a routine local financing adjustment rather than a controversial policy change.

Contention

There is little evidence of substantive contention in the available materials. The main policy issue is whether the Greenville Airport Commission should be allowed to take on more debt, but the bill is narrowly tailored and preserves the no-state-no-local-taxpayer-liability structure. Any concern would likely center on the size of the increased borrowing authority and the commission’s ability to manage repayment from airport revenues, but no opposing arguments or dissenting votes are shown in the record provided.
