The House Committee on Health and Welfare met on May 12 and first reported HCR 98 favorably without objection. The committee also approved SB 451 on newborn hearing screenings, which updates terminology and expands reporting requirements to improve early detection and intervention for deaf or hard-of-hearing children. SB 426, modernizing the addictive disorder regulatory authority and creating a licensure pathway for peer support specialists, was reported favorably with amendments after testimony from behavioral health providers and training organizations. SB 236 on annual LDH reviews of kidney disease treatment in Medicaid, SB 39 creating provisional licenses for massage therapist graduates, SB 190 tightening oversight of nursing facilities in the CMS Special Focus Facility Program, and SB 124 allowing peer review sharing within a health system were all reported favorably, most with technical amendments. The committee also reported favorably HR 174 urging study of fenbendazole for cancer, SB 270 allowing terminally ill patients to use medical marijuana in health care facilities, SB 359 changing terms for a Morehouse Parish hospital district board, and HR 194 requesting de-identified school visual acuity screening data for researchers. The meeting ended with a motion to adjourn.

Summary:
The Judiciary Committee first took up three previously heard measures in decision-making. SB 2418, which repeals the law prohibiting drug paraphernalia under the Uniform Controlled Substances Act, was amended to keep prohibitions on manufacturing-related paraphernalia and then passed. SB 2568, which elevates harassment against certain public officials to a misdemeanor, was amended to place it in the harassment statute, narrow the nexus language, and extend coverage to all public employees; it passed with amendments. SB 2661, dealing with nepotism rules in the code of ethics, was amended so the ethics restrictions would apply more broadly to legislators and judges as well, and it also passed with amendments. In each case, the committee reported no no-votes or reservations and adopted the measures.
The committee then heard Governor’s Message 684, the nomination of Judge Stephanie Char to the Fifth Circuit Court on Kauai. The governor’s office testified in strong support, and the Hawaii State Bar Association representative said the usual review process found her qualified. Judge Char described her Kauai roots, 17 years as a public defender, and service as a district family court judge since December 2020, saying she would bring hard work and continued commitment to access to justice.
Members questioned her about recusals on a small island, her experience handling criminal and civil matters, sentencing repeat offenders, administrative appeals, and how she would approach competency and fitness issues under HRS 704. Char said she had recused only a few times, emphasized case-by-case sentencing and probation conditions tailored to underlying problems, and said she would rely on preparation and education for unfamiliar administrative matters. On 704 cases, she said defendants awaiting evaluation should generally remain in custody, with possible diversion or strict release conditions in appropriate cases, and that those found unfit would need to be sent to Hawaii State Hospital. No vote was taken on the nomination; the committee announced it would decide on Monday, February 23, at 10:45 a.m. in Room 016.

The Human Services Finance and Policy Committee approved the April 8, 2026 minutes and then heard House File 1767, as amended by the DE4 amendment. Representative Garande explained that the bill, originally intended to codify Integrated Community Supports (ICS), was being redirected because of concerns about fraud vulnerability and program integrity. The DE4 would create a smaller legislative study group to redesign ICS, pause DHS changes for about six months while the group develops a transition plan, continue DHS fraud investigations and enforcement, and ultimately terminate ICS as currently structured.
Testimony in support came from Mr. Buck and Zania Harut of the Residential Providers Association of Minnesota, both of whom argued that ICS is unstable, inconsistently implemented, and in need of a new statutory foundation. They said the current system mixes different service models under one rate framework, lacks clear codification, and has shifting policy guidance that creates compliance problems for providers and risks to people receiving services. They emphasized that the bill would preserve oversight and enforcement while allowing time to build a replacement service with clearer rules, documentation standards, and guardrails.
Members asked about effects on counties, providers, data, audits, and fraud enforcement. Representative Curran and Mr. Berg said the bill would not change funding structures or DHS’s existing authority to audit, request documentation, investigate fraud, or sanction bad actors, and that the study group would use existing data to identify where problems are concentrated. Vice Chair Gillman supported the study-group approach as a bipartisan, public process and raised concerns about whether the bill would prevent DHS from acting on known fraud; Curran responded that the language was intended to preserve those enforcement actions. The discussion ended without a final vote on the bill in the portion provided, beyond adoption of the DE4 amendment.
