The committee heard House Bill 911 by Representative McMakin, which would consolidate and modernize the Orleans Parish court system into a single judicial district with one clerk of court and fewer judges, while preserving current judges’ ability to run in elections before the changes take effect at year’s end. Early in the meeting, members adopted a three-minute rule for debate, then later voted on a motion to suspend it; the motion failed on a tie broken by the chair, so the three-minute limit remained in effect.
Supporters of the bill argued that Orleans Parish is an outlier compared with other judicial districts, with too many judges for its current population and caseload, and that the state and city are spending too much on a system that should be streamlined. They cited Supreme Court data, weighted caseload studies, declining population and filings, and examples from other parishes where judges can be shifted more flexibly between civil and criminal dockets. Representative Zeringue noted his prior bill reducing Orleans juvenile judges and said it had not caused delays. Representative McMakin and Laura Canizero-Rodriguez said the bill would save money and align Orleans with the rest of the state.
Opponents and informational witnesses, including ACLU attorney Sarah Whittington, attorney Michael Harrison, Judge Kernan Reese, Judge Sidney Cates, and Clerk Chelsea Richard Napoleon, argued that the bill relied on outdated or incomplete data and did not account for differences in how parishes count cases, the heavy burden of complex litigation in Orleans, or the number of jury trials and hearings handled there. They said Orleans has a high per-judge workload, especially in civil, criminal, and juvenile matters, and warned that eliminating judgeships could delay trials, increase costs, and disrupt court operations and clerk funding. Several members also objected to the process, saying Orleans judges, legislators, and practitioners were not adequately consulted before the bill was filed.
