Summary: The committee heard House Bill 2003, which would lower the instruction-permit age for Class D, G, and M licenses from 15 and a half to 15, while increasing supervised practice requirements for minors: 50 hours for Class G with 20 at night, 50 hours for Class M, and a nine-month permit holding period before licensure. The sponsor argued the bill builds on Arizona’s graduated driver licensing system and is intended to improve teen safety, citing other states with longer permit periods and lower teen fatality rates. Questions focused on who certifies the supervised hours, with staff explaining that a parent, legal guardian, or custodial parent signs off, though driver education remains an alternative. The bill received a do-pass recommendation by a 9-1 vote. House Bill 2063, which appropriates $1.5 million from the General Fund in FY 2027 to the Corrections Oversight Fund, drew emotional testimony in support from a mother whose son died after a prison suicide, and from advocates who said the oversight office is needed given prison health care problems and federal receivership. The sponsor said the funding would support prison oversight and transparency. The committee then approved the bill unanimously, 10-0. The committee also passed House Bill 2116, appropriating $1 million to the Colorado River litigation fund, after the sponsor said the money would help Arizona prepare for possible litigation over Colorado River cuts and that the issue affects nearly every district in the state. Members discussed whether the funding should come from the WIFA fund instead of the General Fund, but the bill received an 8-0 do-pass recommendation with two not voting. The committee also considered House Bill 2210, which would prohibit the state, local governments, and private entities from using ADS-B aircraft surveillance data to calculate, generate, or collect aircraft fees. Supporters, including pilots and the Arizona Pilots Association, argued the technology was intended for safety and should not be used for billing, warning that fee collection could discourage pilots from keeping the system on. Opponents, including the Arizona Airports Association and the City of Phoenix, said airports should retain local control over fee collection methods and that the bill was a solution in search of a problem. After extensive debate about federal requirements, safety, and billing practices, the bill received a tied 4-4 do-pass recommendation. Finally, HCM 2007, a memorial urging renaming sections of State Route 69 to honor veterans of several wars, passed 5-4. The committee also briefly noted that some bills were being held at members’ request.

Summary: The committee heard an ADOT presentation on Interstate 11, SR 347, the I-10 Wild Horse Pass corridor, and the I-40/US 93 West Kingman project. ADOT said the I-11 corridor remains under a federal lawsuit covering the full 280-mile route from Mexico to Nevada, with a Tier 1 reevaluation underway and public outreach expected later in the year, concluding in early 2027. ADOT said segmentation of the corridor would add time and cost, and that current work is limited to pre-NOI Tier 2 activities and other allowed planning steps. For SR 347, ADOT described widening, intersection upgrades, two grade separations, and a schedule that could begin construction in summer pending clearances. For I-10, ADOT outlined four widening projects adding a third lane each way, interchange reconstructions, a new interchange at Coley Road, and corridor-wide freeway management systems, with completion expected by late 2029. For the West Kingman I-40/US 93 project, ADOT said the $106.5 million project is about 60% complete and should finish in early 2027; members asked about temporary traffic control near Beale Street and possible additional signage or signals on the corridor. Members also raised local traffic and safety concerns on the SR 347 and I-10 projects, including signal timing, median barriers, construction hours, truck traffic, and the need for clearer driver education and digital signs. ADOT said it would look into signal optimization, possible temporary fixes, and additional signage, and noted the I-10 corridor total cost is just under $1 billion, funded through a mix of MAG, federal, and state money. On I-40, members also discussed a possible temporary traffic light near Beale Street to improve safety and access. The committee then moved to a series of transportation appropriation bills and announced a mass-motion process for the projects. Staff explained HB 2067 for Apache Junction ($29.4 million), HB 2068 for the Wolford Road extension in Show Low ($6.5 million), HB 2164 for Ray Lane improvements in Graham County ($3.73 million), HB 2200 for SR 89 widening in Chino Valley ($36 million, contingent on a $1 million local commitment), HB 2201 for Sedona SR 89A/Forest Road/Ranger Road projects ($8.03 million), and HB 2304, the ARTEC bill, which appropriates about $473 million for multiple highway projects statewide. Witnesses from Show Low, Eloy, Coolidge, Casa Grande, Lake Havasu City, Clarkdale, San Luis, Yuma, and Yavapai County testified in support of their local projects, emphasizing congestion relief, freight movement, emergency evacuation, safety, economic development, and local matching funds. No final votes were taken in the portion provided; the chair indicated the committee would proceed with a mass motion on the project bills after testimony.

Summary: The Senate Transportation Committee heard testimony and took action on a series of transportation-related bills. Early in the meeting, Senator Hagenbuch presented HB 647, which would let drivers who have had corrective eye surgery update their licenses by submitting physician verification without an in-person DMV visit; he argued it would reduce DMV lines, though a fiscal note estimated setup costs. The committee also heard HB 2029, a cleanup bill clarifying that travel trailers are not subject to safety inspections after prior legislation removed inspections for trailers and all vehicles, and HB 4804, which would remove Texas’s CDL appeals hearing process to align with federal law and avoid jeopardizing highway funds, while also authorizing DPS action related to the terrorist offender registry. All three bills were left pending after testimony, along with HB 2003, which would require annual public reporting by entities with projects in the Texas Rail Plan, especially in light of the Dallas-Houston high-speed rail project and landowner concerns; supporters said it would improve transparency, while opponents warned it would force disclosure of proprietary financial information from a private project. The committee also heard HB 2775, adding Ector County and Odessa to the I-27 Advisory Committee, and HB 791, authorizing a specialty plate for Central Catholic High School in San Antonio; both were left pending after brief discussion and no opposition testimony. The committee then heard several local or commemorative measures. HB 1242 would designate part of U.S. Highway 281 in Brooks County as the Ernesto Solis-Cantu Memorial Highway, and HB 2061 would name a bridge on State Highway 242 in Montgomery County for Lance Corporal Armando Hernandez. Hernandez’s mother testified emotionally in support, describing his military service and the family’s wish to have the bridge mark his return home; members responded supportively. The committee also heard HB 1729, which would impose term limits on Freeport commissioners, and HB 3751, transferring a DPS commercial vehicle enforcement office building in Woodville from TxDOT to DPS. HB 3611, the “bandit sign” bill, was presented as a targeted enforcement measure against illegal commercial signs in medians and right-of-ways, with added safeguards to avoid affecting political signs and to require written notice before fines. All of these bills were left pending after testimony. At the end of the meeting, the committee took up pending business and voted out multiple bills favorably. HB 3751, HB 261/HB 2061, HB 647, HB 791, HB 1242, HB 1729, HB 2003, HB 2029, HB 2775, HB 3611, HB 4804, and HB 2522 were each reported favorably to the full Senate, generally on unanimous or near-unanimous votes. Most were also sent to the local and uncontested calendar, though HB 2029 was ultimately not placed there after an objection. The committee then recessed.

Bills: HB1053
Summary: The committee took up House Bill 1298 and first discussed an amendment from Senator Paulson that would add variable electronic speed limit signs to the bill while leaving the 80-mile-an-hour provision unchanged. Members said the signs would be used on interstates I-29 and I-94 in selected problem areas, based on weather or accident conditions, and that the proposal would not require a fiscal note. The discussion then broadened to Senator Rummel’s concerns about related bills, especially 2243, 1250, and 1229. He argued that the House changes were removing municipal authority to double fines, lowering or eliminating points for serious traffic violations, and undoing prior Senate positions. Several members said they were willing to use HB 1298 as the vehicle to restore the earlier fine and point provisions, including the 29 violations previously assigned three points, and to avoid concurring with the House versions. Members did not take final action on the amendments or the bill. Instead, they agreed more work was needed and asked Legislative Council to prepare a combined amendment and options for the next meeting. The committee recessed and scheduled further discussion for the next morning.
