They said the subgroup meets monthly, includes students, parents, educators, behavioral health providers, and agency partners, and focuses on rapidly identifying students in need, providing age-appropriate behavioral health education, and improving education and behavioral health outcomes. Stark reviewed prior legislative progress, including staffing ratio increases, regional tiered supports, school-based health center funding, and OSPI coordination support. For the 2026 session, the subgroup recommended maintaining current school behavioral health investments, strengthening statewide guidance, and creating a coordinated technical assistance and training network. In response to questions, Stark said the intent is to help schools connect to prevention, early intervention, crisis supports, and community clinical services, while Callan and others emphasized the need for local flexibility, language access, and better coordination across agencies and regions. During the public hearing on HB 1634, staff explained that the proposed second substitute would direct OSPI and the ESDs to work with behavioral health agencies and community partners to build a statewide technical assistance and training framework, conduct a systems-level needs assessment and resource mapping, and post the framework publicly by August 1, 2027. Supportive testimony came from school psychologists, OSPI, ESD representatives, a UW researcher, students, and school-based mental health professionals, who said the bill would improve coordination, reduce duplication, and help schools access training and supports. Several witnesses described student anxiety, depression, self-harm, and suicide risk, as well as the need for school-based and community-based services, parent involvement, and culturally and linguistically appropriate care. One witness from a watchdog group opposed the bill, arguing it could increase psychiatric labeling and drugging. The hearing remained open with additional testimony to follow.
