Summary:
The joint Government Operations and Agriculture and Environment hearing on April 16, 2020 considered only HCR 144, House Draft 2, which asks the Department of Agriculture to work with state and county agencies and community-based organizations to develop a comprehensive statewide food strategy. Testimony was generally supportive: the Department of Agriculture and Biosecurity supported the measure, as did Kanaloani Ohana Farm, the Farm Bureau, Ag Stewardship Hawaii, and the Hawaii Food Industry Association. DBEDT submitted comments that were described as sounding more like opposition, citing existing efforts.
No members of the public appeared to testify, and there were no questions from members. The Government Operations committee recommended the resolution pass as drafted, and members present voted aye. Because the Agriculture and Environment committee lacked quorum, its decision-making was rolled over to the next day, Friday, April 17, 2020 at 3:10 p.m. in CR 224.
The chair noted that the measure had been adopted on the GVO side and, with the noticed time certain for the remaining committee action, the hearing was adjourned.

The committee meeting was dominated by discussions surrounding gun violence legislation and the implications of proposed bills aimed at easing access to firearms. Numerous advocates and survivors of gun violence shared their emotional testimonies, expressing concerns about the safety of children and communities in the aftermath of tragic incidents. Notable speakers included representatives and community leaders who condemned the proposals that would allow younger individuals to obtain handguns and reduce restrictions on firearm carry in schools. The meeting concluded with a rallying call for lawmakers to prioritize public safety over the interests of gun lobbying groups.

Summary:
The Political Subdivisions Committee met to reconsider Senate Bill 269, which concerns legal notices and newspaper publication requirements. Representative Motschenbacher explained that a prior version had a mistake in Section 2 and that the revised amendment, worked out with the Public Service Commission and the North Dakota Newspaper Association, would limit the change to state agencies rather than all governmental units because the broader version would have required thousands of affidavits and been too burdensome. The committee also discussed the meaning of “immediate publication,” with the newspaper association stating the intent was to post notices on the website as soon as a print notice is received, even before newspaper publication, so notices would still appear online if the print version was missed.
Members raised questions about whether posting notices online before print publication could affect statutory notice periods, such as 30-day notice requirements. The response given was that the clock would begin when the notice is published on the agency website. After discussion, the committee adopted the amendment 11-0, with two members absent and not voting.
The committee then approved Senate Bill 269 as amended and further amended on a 11-0 vote, again with two absent and not voting. Representative Motschenbacher agreed to carry the bill, though members noted it would likely go to a conference committee because of differences between the House and Senate versions. The chair thanked those who worked on the bill and adjourned the meeting.
