Summary:

The Senate took up House Bill 1933, first rescinding prior action and then adopting a floor amendment to correct a drafting error and shift a penalty provision; the bill then passed 47-0. House Bill 4248, which would require purchasers of hemp beverages to be 21 and treat them similarly to beer for age purposes, passed 45-0 after brief discussion about whether it had medical implications. The Senate also adopted House amendments to Senate Bill 1847, described as a compassion bill that would have saved the state money, and passed it 35-11 before later approving it as an emergency measure with 43 ayes.
The chamber next adopted House amendments to Senate Bill 1778, a major literacy bill adding early intervention, teacher training, and optional early ELA testing for second graders, along with good-cause exemptions; it passed 43-2 and then as an emergency measure. The Senate also passed House Joint Resolution 1086, approving rules from several agencies, by 42-4. Finally, the Senate advanced and passed a series of sunset-extension bills for boards and councils, including the Child Death Review Board, county government training commission, Board of Chiropractic Examiners, Board of Examiners in Optometry, Oklahoma Climatological Survey, several environmental advisory councils, and the Board of Tests for Alcohol and Drug Influence, with most later receiving emergency passage. The Senate concluded with announcements of upcoming committee meetings and adjourned until April 25, 2026 at 1:30 p.m.

Summary:
The committee took up several energy and environmental bills, most of them mirror measures or agency-related changes. SB 1976, a mirror of HB 3469, would provide a three-year phase-in for new surety bond requirements adopted in HB 1369 and was reported out do pass on a 10-0 vote. SB 1314 would increase the well drillers fund limits for plugging bad wells that could contaminate aquifers, raising the per-well amount to $25,000 and the fund cap from $50,000 to $100,000; it also passed 10-0. SB 1191 repeals the law creating the Oklahoma Energy Low Carbon Initiative Board, which had never been appointed or met, and it passed 10-0. SB 1613, a mirror of HB 3142, was also reported do pass 10-0 after members noted prior questions had been resolved. SB 1246, from the Department of Environmental Quality, was described as streamlining services while keeping information online and preserving public comment time; it passed 11-0.
The committee then spent the most time on SB 1439, the Energy Security and Independence Act, which would bar certain causes of action related to greenhouse gas emissions and alleged climate-change effects. Supporters argued it would protect Oklahoma’s oil and gas industry from costly, speculative lawsuits and preserve the state’s economy, while opponents questioned whether it would shield an industry from accountability and compared it to past tobacco litigation. The bill’s author said it would not affect other pollution claims or federal enforcement, only climate-related civil actions. After extended discussion, SB 1439 was reported out do pass on a 9-3 vote.
Finally, SB 1930, the mirror bill to the Brine Development Act, was presented as a measure to speed up development of iodine and other mineral recovery from oilfield wastewater while avoiding conflicts with existing oil and gas operations and Corporation Commission rules. Members discussed Oklahoma’s role in iodine production, possible market growth, and concerns about creating unintended causes of action for surface owners or class-action claims. The author said amendments were still being negotiated, but the bill was nevertheless reported out do pass on an 11-0 vote. The chair closed by noting this was expected to be the committee’s only scheduled meeting, absent any reassignments.

Summary:
The Administrative Regulation Review Subcommittee met to reorganize its leadership for the new term, renewing Representative Derek Lewis as House co-chair and Senator Steven West as Senate co-chair. The committee then approved the minutes and moved through a series of agency regulations, generally adopting staff-suggested amendments without objection.
Among the regulations reviewed were an Attorney General rule changing how a commission reviews and distributes funds and how grant reporting is handled; Personnel Board changes abolishing and renaming certain job classifications and adjusting probationary periods; an Education and Labor Cabinet rule removing references to local board of education members; several Public Protection Cabinet rules covering Board of Claims and Crime Victims’ Compensation procedures; an Alcoholic Beverage Control rule on direct-to-consumer shipping forms; and a Medicaid Services emergency regulation establishing the Kentucky Trauma Hospital Rate Improvement Program for rural hospitals serving many Medicaid patients. The committee also heard that the Board of Claims and Crime Victims’ Compensation regulations included both staff and, in one case, an agency amendment, which were approved.
The most extended discussion came on the Department for Community Based Services’ regulation increasing per diem rates for private child-placing therapeutic foster care levels 2 and 3. Committee members questioned the estimated $10 million biennial cost, the source of the funding, and why the cabinet had not yet filed regulations implementing Senate Bill 151 on kinship care. DCBS staff said the rate increase was discretionary and intended to address placement crises for children with high needs, while acknowledging they could not personally explain the budget decisions. A kinship caregiver testified in support of the rate increase but urged the cabinet to also implement SB 151 and expand support for kinship families. The committee expressed frustration over the lack of SB 151 implementation but stated the rate increase itself was appropriate and allowed the regulation to proceed.
