After hearing testimony, the committee took action on several bills. HB 2437 was recommended for passage with amendments in HD1, with the appropriation blanked out and the additional needed funding to be noted for Finance consideration; the vote was unanimous among members present. The final presentation, from KDE’s Kelly Foster and Todd Allen, reviewed the state’s school improvement classifications. Foster explained CSI, TSI, and ATSI status, the federal and state legal framework, and how House Bill 298 returned CSI identification to an annual cycle. She reported that Kentucky identified 50 CSI schools on the most recent release, with 53 CSI schools statewide, along with 39 TSI schools and 102 ATSI schools. She also outlined KDE’s support process, including education recovery staff, diagnostic reviews, turnaround plans, and required professional learning for CSI schools.

The committee also took up Senate Bill 1536, which had previously been voted out with the wrong committee substitute; members reconsidered the vote, adopted the corrected substitute, and then voted 3-0 to report the bill favorably to the full Senate, with local and contested calendar certification. Finally, Senate Bill 1940 would create a transfer-on-death mechanism for manufactured homes classified as personal property, similar to existing tools for real property and vehicles; the author and an estate-planning attorney testified that it would streamline transfers and reduce probate costs.
