Finally, HB 1647, also on consumer protection, would impose liability on host businesses that provide space for crypto kiosks. The Office of Consumer Protection warned small businesses might not understand the liability, while Coinflip, Bitcoin Depot, and America Digital opposed the bill, saying it would unfairly shift enforcement duties to host stores and could discourage businesses from hosting kiosks, effectively creating a de facto ban.
