Bills: HB668 , HB677 , HB766 , HB3133 , SB3070
Summary: The committee met to hear several bills, beginning with House Bill 766, which would require precinct chair applicants to provide an email address, phone number, or both on their applications while keeping that contact information confidential. No one testified for or against the bill, and it was left pending. House Bill 677, a companion to a previously approved Senate bill, would bar county election administrators from simultaneously holding another office or position appointed by an elected official; it also drew no public testimony and was left pending. Members then heard House Bill 3133, which would add explicit deepfake material to the list of content social media platforms must handle through complaint systems, including prompt acknowledgment, investigation, and status updates. Senators discussed concerns about how platforms would verify whether reported content was actually a deepfake, and the sponsor indicated the bill may be held pending while federal law on the subject is reviewed. House Bill 668 would create a one-year grace period for renewing an expired Texas handgun license to carry, codifying an existing DPS practice; it also received no testimony and was left pending. The committee spent the most time on Senate Bill 3070, a major overhaul of the Texas Lottery system. The bill would move oversight from the Lottery Commission to TDLR, dissolve the commission, impose new restrictions on ticket sales and internet play, create a lottery advisory committee, increase transparency and audit requirements, and include a sunset review that could lead to abolishing the lottery if not continued by 2027. The author described the bill as a response to alleged misconduct and illegal practices by the commission, while a witness from the Christian Life Commission testified in favor, supporting changes to prize anonymity and other lottery restrictions. After testimony, the bill was left pending, and the committee recessed subject to the call of the chair.

Summary: The Senate Revenue and Taxation Committee took up a mix of tax policy, incentive, and administrative measures, beginning with an annual motion authorizing the chair to request OSBI background checks for any Horse Racing Commission nominees. The committee then passed Senate Bill 1839, as amended, to create a de minimis ad valorem tax exception for personal property valued at $5,000 or less per account. The committee also confirmed Daniel LaFortune to the Oklahoma Tax Commission by a 12-0 vote, with LaFortune emphasizing his IRS background and commitment to customer service and fairness. Several other bills were approved, including Senate Bill 1280 to align the plugging fund sunset date in the tax code with another statute; Senate Bill 1832 to reauthorize income tax refund checkoffs for veterans programs; Senate Bill 2001 to freeze property taxes for three years for homeowners displaced by a turnpike or eminent domain, though members raised concerns about downsizing and future valuation; and Senate Bill 1405 to renew the wildlife diversity checkoff, with testimony clarifying it would fund non-game species rather than predator reintroduction. Senate Bill 1989 also passed, expanding the Oklahoma College Savings Plan to accept digital payment platforms such as Venmo and PayPal, with members discussing how deposits would be tracked. The committee then considered Senate Bill 2143, which would allow counties to use aerial or satellite imagery and fixed-wing aircraft for property assessment while excluding drones; supporters cited efficiency, safety, and accuracy, while opponents raised privacy, foreign-company, and taxpayer-frustration concerns. The bill passed 7-4. Senate Bill 1393, a housing redevelopment tax credit for vacant and abandoned properties, passed 8-3 after discussion about affordable housing requirements and project ranking. The committee also approved three Incentive Evaluation Commission recommendations: Senate Bill 1392 to increase the aerospace engineer employee tax credit, Senate Bill 1395 to limit carryforward of the new jobs tax credit to seven years, and Senate Bill 1400 to consolidate aircraft-related sales tax exemptions. The meeting adjourned after the chairman noted more bills would be heard at a later meeting.

Summary: The committee took up a long agenda of agriculture, water, energy, wildlife, and licensing bills, often adopting policy committee recommendations or full committee substitutes as working drafts before hearing brief explanations and questions. Several measures were described as request bills from agencies or industry groups, including bills on hemp/THC limits, groundwater and aquifer management, brine water use, dairy and milk regulation, livestock transport accidents, unpasteurized milk sales, egg sales, outfitter licensing, LP gas, DEQ permitting, and an elk population study. Members raised recurring concerns about water rights, landowner protections, enforcement authority, and whether certain bills would affect private property or due process. Among the more debated items was SB 3, which narrows Oklahoma’s hemp definition to align with the federal standard and was framed by the author as a way to keep intoxicating hemp products away from children; it passed 14-0. SB 1439, which would limit certain climate-related lawsuits against energy producers, drew constitutional and due process questions and passed 10-4. SB 1930 on brine water and iodine production passed 14-0 after discussion of landowner compensation, and SB 259 on aquifer management and five-year averaging for permitted water users passed 8-6 after extensive questions about metering and water allotments. Other water-related bills included SB 1346 creating a water infrastructure loan program, SB 1509 on well spacing, and SB 1314 increasing an indemnity fund cap for well-drilling contamination incidents. The committee also advanced SB 2117 clarifying authority for stop-sale or destruction orders, SB 2127 creating an advisory council on product classification, SB 1191 dissolving an unused low-energy/low-carbon board, SB 2110 expanding direct sales of ungraded eggs, SB 2134 setting procedures for livestock transport accidents, SB 2028 authorizing unpasteurized milk sales with a higher monthly gallon limit, SB 269 prohibiting baiting for migratory birds, SB 2095 requiring certain out-of-state outfitters to be licensed and insured, SB 1613 as an LP gas industry mirror bill, SB 1246 to speed DEQ permitting, SB 1976 phasing in surety bond requirements, and SB 330 directing a comprehensive elk study. Most bills were reported out do pass, with recorded votes ranging from unanimous to divided, and the meeting adjourned after the final bill.
