Committee: Senate Finance
Summary: The Senate Committee on Finance met in the second special session and considered a series of bills, mostly related to flood response, water infrastructure, taxation, school accountability, property fraud, and legislative procedure. Senator Zaffirini presented SB 18 on TCEQ permit exemptions for certain erosion, floodwater, and sediment control dams or reservoirs; Senator Perry presented SB 2 on flood relief preparedness, SB 14 on credit impact fees and water supply/conservation incentives, and SB 5 on Hill Country relief funding; Senator Bettencourt presented SB 3 on early warning flood sirens, SB 9 on replacing STAAR with three annual tests and strengthening A-F accountability, and SB 10 on lowering the rollback tax rate from 3.5% to 2.5%; Senator West presented SB 16 on property transaction ID requirements and new real property theft/fraud offenses; and Chair Huffman laid out SB 34, which changes legislative witness immunity rules from transactional immunity to testimonial immunity consistent with federal law. The committee also heard brief explanations that several bills were the same as versions previously passed by the Senate or committee, and there was limited public testimony, with no witnesses on most bills and only position cards on SB 16. Senator West raised a concern on SB 10 about a possible carve-out for police pay raises, but Senator Bettencourt said no change would be made at that time. For SB 34, Chair Huffman explained the bill would still allow compelled testimony before the legislature but would no longer provide blanket immunity, while preserving the right to counsel. The committee voted favorably on all bills considered. SB 18, SB 2, SB 14, SB 3, SB 16, SB 5, and SB 34 were reported out unanimously or near-unanimously, while SB 9 passed 10-1 and SB 10 passed 8-3. At the end of the meeting, Senator West requested to be shown voting nay on SB 9, and the chair granted unanimous consent. The committee then recessed subject to the call of the chair.

Bills: S7038 , S1694
Summary: The Committee on Education Postsecondary heard and approved CS/SB 1694, which would revise general education core standards at public postsecondary institutions to incorporate technology-related instruction. The adopted amendment shifted the bill away from creating a sixth core course and instead required technology integration within existing core courses to include digital literacy, AI tool application, and related instruction in areas such as software engineering, networks, databases, and cybersecurity as applicable. For high school computer science courses, the amendment added guidance on critical evaluation of AI results, AI limitations, and ethical use of AI. The committee adopted the amendment and then voted the bill favorably. The committee also took up confirmation appointments on tabs 1 through 2 and, on one motion, recommended confirmation of all appointees favorably. In addition, it considered SPB 7038 on postsecondary education and workforce development, which addresses tuition and fee policies, consumer protections, career and technical education, student acceleration, and institutional operations. Members asked about dual enrollment expansion, CIE licensure exemptions, and the removal of the Classic Learning Test as a fee-waiver qualifier; staff said the dual enrollment change was intended to expand student options without necessarily increasing enrollment, the CLT removal was an error to be corrected, and a Florida Dental Association representative raised concern about preserving the long-standing exemption for dental assisting programs. The committee moved SPB 7038 as a committee bill and reported it favorably.

Committee: House Business
Summary: The committee considered and advanced a series of occupational licensing, workforce, and regulatory bills, often after adopting proposed committee substitutes (PCSs) and, in some cases, live amendments. House Bill 437 updated CPA licensure pathways to align with the 2025 Uniform Accountancy Act and passed 6-0-9. House Bill 4321 added a restriction on the Department of Labor retroactively applying new rules to existing structures absent written findings of obvious safety hazards, and passed 6-0-9. House Bill 4322 removed the requirement that a funeral director in charge also hold an embalmer license, with supporters saying it would help rural funeral homes and opponents raising concerns about embalming coverage; it passed 7-1-1. House Bill 3783, a constituent-request bill for career tech/CIB testing changes in the plumbing field, was discussed as a work in progress to clarify experience-hour requirements and passed 8-0-2. House Bill 2956 made cleanup changes related to the Appraisers Board after a federal audit and passed 8-0-0. House Bill 2471 expanded and adjusted the Oklahoma Workforce Commission’s membership and quorum rules and passed 8-0-0. House Bill 3239 updated the Veterinary Practice Act and passed 8-0-0. House Bill 3673 allowed journeymen and contractors to renew expired licenses without reexamination if they meet fee, education, and disciplinary requirements, and passed 9-0-0-8. House Bill 3338, a constituent-request bill regulating the pool industry to address bad actors, also passed after adoption of a PCS, with the Attorney General reviewing the issue. The committee also heard testimony on House Bill 3960, which would have required larger grocery stores and drugstores to employ more workers relative to self-checkout kiosks in an effort to increase staffing and reduce retail theft. Supporters framed it as a workforce and anti-theft measure, but the bill failed on a 2-6 vote. House Bill 3832 drew substantial discussion about human trafficking in exotic entertainment establishments; the sponsor explained that the bill was intended to require photo identification rather than lower the age threshold, so law enforcement could more quickly identify workers and shut down trafficking operations. Members asked about the practical effect of the proposal and related enforcement concerns, and the bill passed after the sponsor clarified the PCS was still being finalized. The committee then adjourned after the final bill was handled.
