Summary: The Senate convened with a quorum, opened with prayer and pledges, and recognized several guests and Senate family members, including the psychologist and nurse of the day. Members then moved to the agenda, laying over items 1 and 4 before taking up several bills. Senate Bill 1395, a recommendation from the Incentive Evaluation Commission, would eliminate the tax credit portion of the investment and new jobs tax credit incentive and limit carry-forward of the investment portion to seven years; it passed 48-0. Senate Bill 1456, as amended, extended the sunset of the Board of Tests for Alcohol and Drug Influence, with the amendment changing the sunset date to 2031; it passed 48-0 and was also approved as an emergency measure. Senate Bill 1562, requested by the Oklahoma Hospice and Palliative Care Association, was described as protecting terminally ill patients and families from aggressive hospice marketing practices; it passed 48-0. Senate Bill 1613, requested by the Oklahoma Liquefied Gas Association, was revised to remove language the governor had previously objected to regarding vehicle ownership and leasing outside OMES; it passed 48-0. Senate Bill 1983 directed the Department of Human Services to provide de-identified foster care data to resource family partners, including information on children without placement, demographic and geographic trends, areas of high need and low availability, placement disruptions, sibling separations, and distance from original homes. After a question from Senator Deevers about the scope of the data, the bill advanced and passed 48-0. The Senate then heard announcements about committee meeting times and adopted a motion to adjourn until Tuesday, February 17, 2026, at 1:30 p.m.

Summary: The House Committee on Transportation met on March 10 and took up a series of highway and bridge naming bills, beginning with House Bill 346, which redesignates a portion of U.S. Highway 171 as the Speaker Joe Salter Memorial Highway. The bill was presented with extensive tributes from the sponsor, former colleagues, and Secretary of State Nancy Landry, all praising Salter’s public service, education background, and character. The committee reported HB 346 favorably without objection. Members then heard House Bill 221, which names a proposed Mississippi River bridge connecting LA 1 and LA 30 as the President Donald J. Trump Expressway. The sponsor argued the naming would help draw attention and funding to a long-discussed, toll-free bridge project and described possible financing through development districts and federal programs. Some members questioned the political and practical logic of naming a bridge before it is built, while others supported the concept as a way to advance a needed infrastructure project. The committee adopted a roll-call vote and reported HB 221 favorably by 12-2. The committee also advanced several memorial highway and bridge designations, including HB 356 for the Elwood T. Brady Jr. Memorial Bridge, HB 149 for Senior Police Officer Trevor Abney Memorial Highway, HB 148 for the Eugene Washington Memorial Highway, HB 716 naming the Schaumet Ferry Terminal after Michael C. Ginnart Jr., HB 355 naming Highway 10 in Washington Parish as Veterans Park Memorial Highway, HB 675 naming part of U.S. 425 as the Bill Putt Linder Memorial Highway, HB 657 naming portions of LA 182 for Burrick B.J. Lejeune Jr. and Judge Richard T. Dickey Hike Sr., HB 354 renaming the Magnolia Bridge for Caleb Easterling, HB 358 naming a portion of LA 433 for Charles R. Bordelon Sr., and HB 384 naming part of U.S. 11 as the Dan de Blanc American Hero Memorial Highway. Several bills were amended to add or remove the word “Memorial.” The committee reported the measures favorably, with amendments where applicable, and then voluntarily deferred HB 129, HB 130, HB 360, and HB 401 to a later agenda before adjourning.

Bills: SB273 , SB37 , SB100
Summary: The Senate convened on the 30th day of the 2026 session, established a quorum, heard an invocation from Chaplain Harry Eberts, and received several announcements and House messages. The chamber then took up multiple concurrence and third-reading items, including Senate Bill 273, Senate Bill 37, Senate Bill 100, Senate Bill 41, House Bill 34, House Bill 20, House Bill 43, House Bill 38, and House Bill 256. The body also heard that House Joint Memorial 2 was moved from the President’s table to the calendar, and later received messages from the House on several other Senate and House measures. The most contentious action was concurrence on Senate Bill 273, which concerns correction facility loss of revenue for counties affected by the loss of ICE detainees. Senators debated the economic impact on Torrance, Otero, and Cibola counties, with supporters arguing the bill provided partial relief and critics saying it did not come close to replacing lost jobs and revenue. The Senate ultimately concurred with the House amendments by a vote of 22-18. On Senate Bill 100, which would have expanded burglary-related definitions to include an “extension of a dwelling,” several senators argued the House language was too broad and legally vague, and the Senate voted not to concur, sending the bill back to the House. Senate Bill 41, with a technical correction and addition of second-degree criminal sexual penetration, was concurred with by voice vote. Among the bills passed on third reading, House Bill 34 updated school nurse licensure rules and supervision pathways and passed 38-0. House Bill 43, a PERA cleanup bill, clarified retirement and survivor-benefit provisions, and passed 39-0 after questions about whether it affected PERA’s unfunded liability; sponsors said it did not. House Bill 38 expanded insurance coverage for powered mobility devices and prosthetics, including coverage for batteries and in-state provider requirements, and passed 38-0. House Bill 256 expanded cardiac emergency response planning and AED requirements to athletic activities and schools, including private schools on a phased-in basis, and was debated over cost and scope before passing. House Bill 20, which would allow Native American designation on driver’s licenses and IDs, prompted extended discussion about tribal support, documentation, and possible profiling concerns; the transcript cuts off before final disposition of that bill.

Summary: The committee heard and advanced several bills related to engineering regulation, cybersecurity, financial services, and state administration. CS/SB 800 would increase penalties for repeated unlicensed engineering practice and create an engineering student loan assistance program funded by licensure fees and fines; it was reported favorably after questions about whether it would reimburse victims of unlicensed practitioners, with the sponsor noting it would not and that affected individuals would need to pursue complaints and private legal action. CS/SB 576 created a local government cybersecurity protection program administered by Florida Digital Service, with state purchasing of cybersecurity services and priority for fiscally constrained counties; it received support from local government and industry groups and was reported favorably. CS/SB 1078 set transition requirements for gubernatorial administrations, including liaisons, briefing books, office space, IT access, and controlled access to agency records under a memorandum of understanding, and it also passed favorably. The committee also approved CS/SB 314, which creates a regulatory framework for payment stablecoin issuers in Florida, and CS/SB 530, which updates lottery operations, security, retailer rules, and bonding requirements. CS/SB 1614, after adoption of a technical substitute amendment, would limit local governments’ eligibility for certain state funding if they have excess funds, have recently been audited by the legislative audit committee, or fail to affirm expenditure of prior funds; the sponsor said it would give the Joint Legislative Auditing Committee more enforcement leverage, and the bill was reported favorably. CS/SB 990 authorizes protective cell captive insurance companies to expand insurance market capacity and potentially lower premiums, while CS/SB 1588 is a step toward implementing last session’s gold and silver legal tender law; both were reported favorably. Additional bills passed included CS/SB 1440, which adds cybersecurity-related exemptions and reporting provisions for financial institutions, loan originators, and money service businesses, and CS/SB 1568, which creates a Florida Stable Coin Pilot Program allowing DFS fees to be paid with approved stablecoins. The stablecoin bill was amended to add guardrails, including fee limits, website notice requirements, and restrictions if no approved issuers are available. The committee also received a brief budget overview highlighting major funding items such as Florida Forever, Everglades restoration, water quality, Farmers Feeding Florida, citrus recovery, school lunches, state parks, and law enforcement and staffing items, and members later recorded additional votes before the committee adjourned.
