Summary: The House convened with prayer, the Pledge of Allegiance, and a roll call showing 95 members present. Members approved the prior journal, suspended rules to allow co-sponsorships and vote modifications, and received committee reports advancing House Bill 96 on the Postsecondary Education Working Group and House Bills 34 and 214 on veterans-related benefits. The chamber then considered and passed House Bill 184, which concerns health savings account qualified insurance plans and would delay certain state cost-sharing limits until the federal IRS minimum deductible is met. The resolution directs the Cabinet for Health and Family Services to withdraw a Medicaid 1115A waiver application related to mandatory community engagement requirements, with supporters saying the request is no longer needed under current federal law. Later, the House honored Dr. Martin Luther King Jr. through House Resolution 5, which recounted his civil rights legacy and Kentucky’s civil rights history; the resolution was adopted without objection. Members also announced upcoming committee meetings, withdrew House Bill 292, and received a long list of new bill introductions covering topics including nicotine products, elections, opioid antagonists, local purchasing, vital records, inheritance tax, state parks, unemployment benefits, civic education, psychologists, the Court of Justice, citizenship requirements for elected officials, attorney privacy in criminal cases, sex crimes, and audiology. The Committee on Committees then referred and reassigned numerous bills to standing committees, named new ranking minority members, and appointed an impeachment committee. The House recessed briefly for committee meetings and then adjourned until 2 p.m. on Wednesday, January 21, 2026.

Summary: The Senate Committee on Government considered only SCR 1032, along with a strike-everything amendment. The amendment would require school districts, subject to voter approval, to dedicate at least 60% of operational spending to teacher pay, with a phased-in increase starting in FY 2028 for districts below that threshold. It also would penalize noncompliant districts by requiring unexpended Classroom Site Fund monies to revert, making districts ineligible for those funds until back in compliance, and directing JLBC to exclude those districts from per-pupil calculations. The Superintendent of Public Instruction could grant limited waivers of the forfeiture provisions for up to one year, not more than two consecutive years for the same district. Supporters, including representatives of Heritage Action, the Goldwater Institute, and the Center for Arizona Policy, argued that Arizona has increased school funding substantially while teacher pay has remained flat in real terms, and said the measure would improve accountability and ensure more money reaches teachers rather than district administration. They cited Auditor General findings and prior voter-approved efforts such as the Classroom Site Fund and teacher pay initiatives as evidence that districts have not prioritized classroom spending as intended. A rural school coalition testified in opposition, saying the proposal would be difficult for small districts to meet because it could force cuts to other essential costs such as fuel, insurance, facilities, and other operating needs, and that the Auditor General’s classroom-spending categories may not accurately reflect actual teacher pay. One committee member also raised concerns that the measure could harm special education and other legally required student services. During discussion, the sponsor said charter schools were excluded because they are private businesses under the state’s framework, despite receiving public funds. The committee adopted the strike-everything amendment and then voted 4-3 to give SCR 1032, as amended, a do pass recommendation.

Summary: The Workforce Development Committee reconvened to consider House Bill 1119 with amendment version 02005. Senator Hogan explained that the amendment removed a section requiring the Department of Human Services to respond to legislative management, in order to make the bill feel more like a program evaluation than an audit and to avoid placing an unreasonable burden on the executive branch. The amendment also clarified that the Child Care Advisory Committee would provide an update and that the committee would dissolve after the rewrite of licensing standards, making it a time-limited body. Committee members discussed the bill as a novel approach to forming a group to study an issue and then disbanding after reporting back. Senator Larson noted the concept was similar to broader performance-review ideas, and Senator Hogan said the Legislative Council program evaluation effort was parallel to, but separate from, other performance-review proposals. The committee then voted 4-0-1 to adopt the amendment. Afterward, the committee moved to give House Bill 1119, as amended, a do pass recommendation. That motion also passed on a roll call vote, and the committee adjourned.
