Later in the meeting, the committee advanced SB 65 with a policy amendment adding fentanyl and xylazine test strips; SB 1242, which included OMMA education and abandoned grow cleanup provisions; SB 1642, allowing shorter acute prescriptions to help reduce addiction risk; SB 640, treating abandoned grow facilities as public nuisances so local governments can abate them; SB 667, clarifying accreditation language for chiropractic programs; SB 1436, requiring hospitals to provide information on obtaining records after stillbirth or miscarriage; SB 1484, codifying medical examiner practices in infant or child deaths; SB 1562, addressing hospice patient solicitation; SB 1794, creating a mental health bed-availability database; SB 1644, seeking data on alpha-gal syndrome to support federal research funding; SB 1533, ensuring burial assistance for Oklahoma veterans who die out of state; SB 933, creating a right-to-try pathway for individualized treatments; and SB 1555, aligning the definition of intellectual disability with federal law. Most bills were reported out do pass, with recorded votes ranging from unanimous to a few nays on some measures. SB 1304 was laid over, and the committee adjourned at the end of the meeting.

The chamber adopted Senate Resolution 39, celebrating the 100th anniversary of U.S. Route 70 and its economic importance to southern Oklahoma communities. The main item of business was the Joint Committee Report for Senate Bill 1177, the General Appropriation Bill for the State of Oklahoma. Senators questioned the budget’s overall size, the use of gross production tax revenues, the new sovereign/endowment trust fund, Medicaid and Health Care Authority funding, mental health appropriations, child care subsidy funding, school security, career tech, tourism, the Commissioners of the Land Office, textbook allocations, and several other agency lines. The chair explained that the budget included about $1.5 billion in cash and sweeps, a $250 million base appropriation for the Health Care Authority, $200 million for the endowment trust fund, $31 million for PREP projects, $25 million for the Governor’s Quick Action Closing Fund, and other agency-specific appropriations and supplements. Several members debated the report before adoption. Supporters argued the budget addressed agency needs and future savings, while opponents criticized it as a flat or spending-heavy budget that favored special projects and well-connected interests over core services such as child care, mental health, water infrastructure, and county needs. After debate, the Joint Committee Report for SB 1177 was adopted, and the Senate moved through the budget discussion with no recorded roll-call vote in the transcript provided.

The House also approved a large consent calendar of memorials by a 55-0 vote, then cleared additional ceremonial memorials from the Speaker’s table, including New Mexico Food and Farms Day, International Year of the Woman Farmer, Lincoln County Day, New Mexico TRIO programs, and New Mexico Speech-Language-Hearing Association Day, which also passed 55-0. The chamber received a Senate message concurring in House amendments to Senate Finance Committee substitute for Senate Bill 273, as amended. The House then stood in recess subject to the call of the Chair while awaiting any further Senate messages and final adjournment business.
