Summary: The meeting opened with prayers, the Pledge of Allegiance, and a series of announcements and personal remarks. Members then spent a large portion of the session honoring Representative Joanne Ferrary, who announced she will not seek re-election. Speakers from both parties praised her persistence, mentorship, and work on public safety, environmental protection, health care, women’s rights, and advocacy for workers and families. Ferrary thanked colleagues and said she hoped to continue supporting initiatives in the interim and beyond. The House also recognized Representative Matthew McQueen, who is running for commissioner of public lands and will leave the legislature after this term. Members highlighted his work on conservation, land grants, wildlife protection, legislative drafting, and his reputation for principled, detailed review of bills. McQueen thanked colleagues and said he hoped to remain involved in the building in another capacity. The House then moved to third reading and passed House Bill 371, the House Appropriations and Finance Committee substitute creating a temporary funding source for land grants and acequias from remaining sponge bond revenues. Supporters said it would provide a more stable, long-term funding mechanism for acequia and land grant infrastructure while preserving existing funding streams and requiring legislative appropriation and annual reporting. Some members raised concerns about oversight and the lack of a sunset or review clause, but the bill passed 63-2. The chamber also passed House Bill 248, authorizing $392 million in general obligation bond capacity, by a vote of 65-0. The House then debated House Bill 153, a committee substitute creating a market-based framework for carbon reduction and economic development. The bill includes an environmental product declaration act, a low-carbon materials rebate, and an industrial carbon reduction grant program. Supporters said it would reduce greenhouse gas emissions while encouraging economic development and new technology at industrial facilities. Members questioned the timing of the grants, anti-donation concerns, and whether companies would receive funding only after making investments, and sponsors explained that entities must pre-certify and then apply after beginning production or retrofits. Debate was ongoing at the end of the excerpt, with no final vote shown on HB 153.

Bills: HB4128 , HB3659 , HB3270 , HB3145
Committee: House Wildlife
Summary: The Wildlife Committee first announced that House Bill 4147 would be laid over at the author’s request, and the chair said this would likely be the committee’s only wildlife meeting until more bills arrived from the Senate. The committee then took up House Bill 4128, which would move Oklahoma’s bear hunting season start two weeks earlier, to September 15. Members questioned the current bear population, harvest trends, and the effect of moving the season earlier on female harvests. The Oklahoma Department of Wildlife Conservation said its estimates are based on harvest data and prior OSU mark-recapture studies, and that the bear population is believed to be slowly increasing, with current estimates around 2,500. The department also said moving seasons earlier in Arkansas increased harvests and the share of females taken. Despite concerns about population impacts, the bill received a do pass recommendation and passed 6-0. The committee next considered House Bill 3659, a request bill for resident duck hunters that would allow nonresidents to hunt only Monday through Thursday during the last 30 days of duck season so residents could hunt weekends. There was no debate, and the bill passed 7-0. House Bill 3270, as amended with a PCS, addressed feral swine damage, especially to peanut farmers in western Oklahoma. The author said the measure was a work in progress and would need stakeholder input, including from sporting facilities that had concerns. After a brief discussion about trapping and other control methods, the bill passed 7-0. Finally, House Bill 3145, also amended with a PCS, was described as a clarification of language governing commercial hunt areas, since different operators were interpreting tagging rules differently. The committee approved the clarification and passed the bill 7-0. The chair then said no meeting was planned for the following week unless circumstances changed, and the meeting adjourned.

Bills: SB3073 , SJR87
Summary: The Senate Committee on Criminal Justice met with a quorum present and took up three bills tied to bail reform and law enforcement records. Senator Huffman presented SJR 87, a proposed constitutional amendment that would require denial of bail for people accused of certain serious felony offenses if they have a prior conviction for, or are already on bond for, one of those offenses and there is probable cause to believe they committed another listed offense. Supporters said it would give judges a needed tool to detain repeat violent offenders; opponents from the ACLU of Texas and Texas Civil Rights Project argued it would mandate detention without individualized due process and weaken the presumption of innocence. The committee voted 7-1 to report SJR 87 favorably, with Senator Miles voting no. The committee then heard SB 3073, which would require magistrates who find no probable cause after an arrest to enter written findings supporting that determination. Senator Huffman said the bill was a narrow cleanup measure to improve transparency and provide guidance to law enforcement and prosecutors without limiting judicial discretion. With no invited or public testimony, the committee voted 6-1 to report SB 3073 favorably, again with Senator Miles dissenting. Finally, the committee considered SB 781, a committee substitute dealing with law enforcement file management and personnel records. Senator King explained that the bill would standardize policies already used in many Texas cities and under civil service rules, separating public and sealed personnel information while preserving access for criminal defense discovery. Senator Miles raised concerns that sealing exonerated allegations could hide patterns of misconduct and allow problematic officers to move between agencies. The committee adopted the committee substitute and voted 6-1 to report SB 781 favorably, with Senator Miles voting no. The committee then recessed subject to the chair’s call.

Summary: The Agriculture and Veterans Affairs Committee was brought back to order and first took up a conference committee report on House Bill 1151, which concerns cultured meat. Members noted that the House had refused to concur with the Senate amendments and that the bill had previously been turned into a study. The committee discussed appointing conferees, with Randy identified as chair and Weston agreeing to serve as well. The chair explained that because the House did not concur with the committee’s change, further action would be needed and the House would chair the conference committee since it is their bill. Members briefly discussed whether additional conferees were needed, but no further names were settled beyond those mentioned. The committee also reported that Representative Porter could not be reached, leaving the committee at a standstill. With no further business, the meeting was adjourned until 9:00 a.m. the next day.

Bills: HCR3018
Summary: The Agriculture and Veterans Affairs Committee met with a quorum and first took up House Concurrent Resolution 3018, which was amended to expand a study of wetlands and jurisdictional water issues, including questions about taxing authority over land inundated by water. The committee adopted the amendment and then passed the resolution as amended on a roll call vote, with all members present voting yes or aye. Senator Weston agreed to carry the measure. The committee then considered House Bill 1581, relating to funding for the Native American Tourism Alliance. Senator Marcellais explained an amendment restoring the funding level to $500,000 and adding a 10% tribal match. Members debated the budget impact and the likelihood of the bill surviving in that form. The amendment failed on a 3-3 tie, after which the committee moved to the original House version. That version, with $100,000 total funding and matching requirements, received a 4-2 do pass recommendation and was sent to Appropriations, with Senator Marcellais designated as carrier. The committee also discussed House Bill 1541, which would create a new commission to oversee septic systems, but members indicated a preference for a different approach already moving in the House that would place licensing and oversight under DEQ with health units still handling inspections. No final action was taken on that bill. Finally, the committee reviewed House Bill 1280, a water/drainage-related measure involving voting eligibility for landowners who have not paid assessments, but members raised legal questions and deferred further action. The committee also discussed broader concerns about a chemical-labeling bill and related public emails, then recessed until the call of the chair.
