Members discussed whether the Public Utilities Commission process already underway should be allowed to resolve the dispute and whether the bill’s scope could extend beyond the current solar issue. The chair responded that the bill was a legislative approach to a problem that had not been resolved and said the amendment addressed concerns about removing the obligation to serve.
