Summary: The Joint Committee on Public Service held a hearing on May 7, chaired by Senators Mike Brady and Dan Ryan, and heard testimony on a wide range of retirement and benefits bills for public employees and their families. Several bills focused on line-of-duty death or disability benefits for police and firefighters, including Senate Bill 1831 for Joanne Sanji, widow of Rutland Detective John Sanji, whose COVID-19 death was described by family, counsel, and the police chief as a line-of-duty death already recognized by local, state, and federal memorials. Similar support was offered for bills involving the surviving spouse of a State Police officer injured in the line of duty, a Springfield officer injured by a hammer attack during a mental health call, and a bill for a former police officer seeking an increased disability retirement due to PTSD after a traumatic incident. Testimony repeatedly emphasized that these cases had been recognized locally or had already moved through prior sessions, but legislative action was still needed to secure benefits. The committee also heard multiple firefighter-related retirement bills. Representatives and union advocates supported a bill for retired Attleboro Fire Captain Walter Gerton, arguing that an audit and recalculation improperly reduced his pension after retirement and that the correction was requested by the local retirement board. Another bill sought disability retirement for former Westfield firefighter Greg Heath, who testified that Parkinson’s disease has made daily life and family care increasingly difficult; supporters cited studies linking firefighting exposures to Parkinson’s and said the city, retirement board, and local officials backed the measure. The committee also heard testimony for retired Quincy Fire Deputy Chief Kevin Bithrow, who described a Parkinson’s diagnosis following years of exposure at major toxic fires, including the Home Depot and MWRA incidents, and for a related Quincy bill that would treat his retirement as line-of-duty for survivor protection. Additional bills included a proposal to provide flags to next of kin of police officers and firefighters killed in the line of duty, a bill to resolve employer contribution obligations for the Neshoba Associated Boards of Health in the state retirement system, and several individual retirement or service-credit measures. These included a bill for former State Police gang unit officer David Patterson, a school nurse seeking additional credible service credit for a temporary staffing emergency, and a former Suffolk County sheriff’s deputy seeking an increased disability retirement after a violent inmate assault left him with lasting injuries. Testimony generally came from the affected individuals, family members, municipal officials, retirement boards, and public safety unions, with most speakers urging favorable action and noting that many of the bills had already passed one chamber or had been filed in prior sessions. At the end of the hearing, the committee took no recorded votes on the bills and then adjourned.

Summary: The House Insurance Committee met on May 19 and first took up Senate Bill 509 on bank-owned life insurance. The bill would clarify that banks retain an insurable interest in former employees for purposes of exchanging underperforming bank-owned life insurance policies for better-performing ones. Members adopted a revised amendment set after withdrawing a prior version. Testimony focused heavily on whether consent from the insured former employee is required for any transfer or exchange, with supporters saying the bill is needed to address underperforming policies and opponents warning about unclear consent standards, data-transfer concerns, litigation risk, and possible federal tax issues. After debate, the committee reported SB 509 as amended by a 7-4 vote. The committee then heard Senate Bill 295, which requires health insurance coverage for medically necessary treatment for persons with acquired brain injuries, including cognitive rehabilitation and related services. Supporters from the Brain Injury Association of Louisiana and NeuroRestorative described gaps in post-acute care, high rates of discharge to unsafe home settings or nursing homes, and improved return-to-work outcomes when patients receive appropriate rehabilitation. An amendment was adopted to clarify federal essential health benefit limits and remove certain language, reducing the fiscal note to zero. The bill was then reported as amended without objection. Next, the committee considered Senate Bill 155, which requires coverage for medically necessary dental procedures needed for cancer treatment clearance, such as exams, imaging, and extractions. Cancer advocates, oncologists, and dental representatives said untreated dental problems can delay chemotherapy or radiation and lead to worse outcomes and higher costs. Cleanup amendments were adopted, and the bill was reported as amended. The committee also advanced Senate Bill 465, which tightens prompt-payment deadlines for health insurers, adds pharmacy payment provisions, and creates a recoupment timeline for dental claims; after technical and substantive amendments, it was reported as amended. Finally, the committee approved Senate Bill 276, creating a pre-appointment affidavit process for bail bond producers to ensure prior premiums, shortages, and forfeitures are resolved before a new insurer appointment, and House Resolution 260, which urges the Department of Insurance to study how out-of-network medical billing affects auto insurance rates. Both measures were reported favorably or as amended, and the committee adjourned after a motion to do so.

Summary: The meeting was a House budget briefing focused on the overall state budget and the first of three divisions. The presenter reviewed the size and structure of the budget, noting that the state had eliminated the interest and dividends tax and still balanced the budget. He explained the major spending categories in the general fund and total budget, emphasizing that health and human services and education remain the largest areas, while transportation is largely self-funded. He also walked through the revenue picture, including business taxes, insurance taxes, court fees, communications taxes, and Medicaid recoveries, and said the remaining interest and dividends tax revenue reflected late payments from prior assessments. Members asked about the size of the tax cut from eliminating the interest and dividends tax, federal funding stability, and why Medicaid was being reduced if federal support was expected to remain steady. The response was that the lost revenue would have been about $200 million absent repeal, and that the budget gap was addressed through many small cuts across departments. On federal funds, the presenter said most aid is tied to multi-year grants and that core programs such as Medicare and Medicaid were expected to remain relatively stable, though some federal reductions could occur. He also said some agency reductions came from eliminating long-vacant, funded positions and from expected lapses. The discussion then moved into Division One, which covers smaller and miscellaneous agencies. The division made cuts to the governor’s office, eliminated a temporary position at the Governor’s Commission on Disability, reduced Department of Information Technology spending through a back-of-budget cut, and found savings in Administrative Services. It also delayed maintenance at the Sununu Youth Services Center, stopped advertising for paid family medical leave, changed retiree health insurance funding, and consolidated several personnel-related boards into one. The division eliminated the Commission on Aging and the Office of the Child Advocate, made a temporary special education advocate position permanent, reduced the Secretary of State’s budget, kept municipal rooms-and-meals distributions flat, and made changes to the retirement system, including $55 million to improve Group 2 retirement benefits and a new retirement structure for future state hires. The judicial branch was also asked to find savings and received two additional judges because of expected caseload increases from other eliminations.
