Summary:
The committee considered a series of local government, utilities, purchasing, mapping, and animal regulation bills. House Bill 3985 by Rep. Caldwell was presented as giving property owners recourse if a local municipality circumvents the law and reduces property value; it passed 6-0. House Bill 3883 by Rep. Cantrell would require public utility governing bodies to advise users of their responsibilities, adopt safeguards against system malfunctions, follow DEQ rules more closely, and provide liability protections for utilities and third-party operators; it passed 7-0. House Bill 4335 by Rep. Moore would let municipalities and counties regulate pet shops but not ban them outright, while allowing action against shops violating state animal laws and grandfathering certain existing bans; after questions about puppy mills and local authority, it passed 6-1.
Rep. Storm presented House Bills 3416, 3417, and 3418 as part of a package responding to audit findings and tightening public purchasing rules. HB 3416 and HB 3417 would steer county and city bidding toward the lowest and most responsible bidders, with HB 3417 setting a $10,000 threshold for city/town bidding rules. HB 3418 would apply broader procurement reforms across property, public works, and schools, including requiring alternatives to sole-source vendors, banning restrictive bid notices, requiring ownership statements, prohibiting officials from influencing bids or sharing bid information, allowing live video of bid openings, and making Central Purchasing Act violations a misdemeanor. All three bills passed unanimously.
Rep. Lawson’s HB 3619, with a PCS adopted as the bill, would expand and direct the GIS Council and one-stop mapping initiative to create a single state-owned map for use by political subdivisions, including aerial photography and boundary clarification; it passed 6-0. HB 3624 would repeal an older law tied to shifting county boundaries caused by flooding and river changes, with the goal of making county boundary maps more uniform and consistent; it also passed 6-0. Rep. Boles’ HB 3463, requested by the State Auditor’s Office, would modernize the municipal audit process for small communities under 2,500 population and codify work done over several years with the Oklahoma Municipal League; it passed 6-0. The committee then announced one more meeting would be held the following week and adjourned.

Summary:
The committee heard and approved several bills. SB 468 would require veterinarians and veterinary technicians to report suspected animal cruelty to law enforcement or animal control and allow release of patient records in good faith; it was reported favorably with support from animal welfare groups. SB 1706 narrows eligibility for the My Safe Florida Condominium Pilot Program to buildings with at least 80% owner-occupied units and residents at or below 80% of area median income, and it also passed favorably. SB 1234 on building permits and inspections was amended extensively to clarify permit exemptions, private-provider rules, and timelines, then reported favorably as a committee substitute. SB 1260, dealing with building inspections after emergencies, was amended to require state-term contracts for inspection vendors and then passed. SB 822 would require professionally managed community associations above a budget threshold; an amendment raised the threshold to $750,000, added a parcel-count trigger, and allowed direct-hire credentialed managers, after which the bill was reported favorably. SB 1580 would increase penalties for illegal gaming operations, add enforcement tools, and clarify procedures for veterans organizations; after removing a fantasy sports provision, it also passed favorably.
The committee also heard from several appointees and reappointees to the Public Service Commission and Florida Gaming Control Commission. Public Service Commission nominees Anna Ortega and Robert Payne were questioned closely about utility hardening projects, ratepayer costs, and the role of the Office of Public Counsel. Gaming Commission reappointee Julie Brown and appointees William Spacola, John DeQuilla, Peter Cutterman, and Tina Rep discussed illegal gaming enforcement, audits, agency operations, and their backgrounds in law, regulation, law enforcement, and public service. Several members raised concerns about contract timing and evidence handling at the Gaming Commission, while others praised the nominees’ experience and service.
At the end of the meeting, the committee voted to recommend confirmation of all appointees on tabs 1 through 7. Members then requested favorable placement on the record for specific bills, including SB 468, SB 1234, SB 1260, SB 1580, and SB 1706, and the committee adjourned.

Summary:
The Senate Appropriations Human Services Division met to consider House Bill 1012, the Department of Human Services budget, and reviewed three previously made amendments: correcting a reference to $30 million underfunding, changing “human service centers” to “behavioral health clinics,” and revising section 31 language so the department would review medical assistance services and report findings and recommendations rather than directly implement adjustments. The committee also discussed whether to include funding related to two other bills with fiscal impacts, House Bill 1485 (personal needs allowance) and House Bill 2399 (PRTF reimbursement), noting those measures may go to conference committee and that appropriations could be added there instead of in HB 1012. The committee agreed to proceed with HB 1012 and members noted provider inflation questions would be raised later in full committee.
The division then approved a due pass recommendation on the amendments to HB 1012 and, after a roll call vote, approved HB 1012 as amended on a 4-1 vote, with Senator Mathern voting no. Senator Davison was named as carrier. Members also discussed House Bill 1577, involving wastewater project financing and possible amendments related to a line of credit from the Bank of North Dakota for specific projects, and House Bill 1619, for which additional amendments were expected before full committee action. The meeting ended with general thanks and adjournment.
