Privacy advocates supported the bill as overdue accountability, while law enforcement groups argued the retention limit would hinder investigations and that some technical definitions needed work. Finally, SB 1246, on autonomous vehicle emergency response, would require U.S.-based remote drivers, quicker on-scene response, and better coordination with local agencies; first responders and labor groups supported it, while AV industry groups remained opposed unless amended. The bill passed to the Assembly Communications and Conveyance Committee.
