Summary: The Appropriations Committee met and considered a large agenda of bills, reporting several measures favorably. Early action included SB 6, a settled claim bill involving the Department of Children and Families and the estate of Leila Estrada and Sapphire Williams, which was approved for $3.8 million. The committee also passed a cybersecurity internships bill creating a Department of Commerce program with Cyber Florida, and SB 532, which lets clerks of court retain the full amount of certain excess revenue and clarifies foreclosure-sale procedures. Veterans housing measures, CS for CS for SB 1602 and SB 1604, were approved to create a pilot program and a related trust fund for vacancy relief and risk mitigation for veteran housing. The committee also favorably reported SB 1110 on Medicaid and insurance coverage for orthotics and prosthetics, with emotional testimony from a student and family describing the high cost and importance of activity-specific prosthetics. Members also approved CS for CS for SB 1012 after adopting an amendment that removed inmate emergency and specialty medical service compensation provisions while retaining changes to the contractor-operated institutions inmate welfare trust fund. Another bill, CS for CS for SB 1614, was narrowed by a delete-all amendment to focus on limiting the use of excess fees for new building construction by local governments. All of these measures were reported favorably after brief debate, with some support testimony submitted in writing or waived. The most extensive discussion centered on CS for CS for SB 17, a major Medicaid and public assistance overhaul. The bill would create a Joint Legislative Committee on Medicaid Oversight, allow the Legislature to retain its own actuary, tighten Medicaid program oversight, update encounter-data reporting, set performance standards for managed care plans, revise pharmacy benefit manager rules, and require DCF to implement SNAP fraud-reduction and payment-accuracy reforms, including photo IDs on EBT cards and updated work requirements. It also would direct agencies to seek federal waivers for Medicaid work requirements for able-bodied adults and expanded behavioral health services. After lengthy questioning and testimony, the committee adopted amendments adding a transitional medical benefits glide path for people who gain employment and later lose Medicaid eligibility, and exempting hospice patients with six months or less to live. Supporters argued the bill would improve accountability, reduce fraud, and save money, while opponents warned it would create administrative burdens, increase paperwork, and cause eligible people to lose coverage or food assistance. The committee ultimately reported the bill favorably as amended.

Summary: The Senate Business and Commerce Committee met with a quorum and first took up pending business, voting out several bills. Senate Bills 1697, 1569, 1202 as substituted, 1029, 1364, 1185, 924, 1008 as substituted, 264, 1376, and 1358 as substituted were reported favorably, with some sent to the local and uncontested calendar. The committee also adopted a substitute for SB 1202 and later corrected votes on several measures. SB 924 and SB 1376 drew some opposition, while the rest of the pending bills were reported without dissent or with limited nays. The committee then heard testimony on SB 1856, which would create an annual capacity-cost recovery rider for Entergy Texas customers in the MISO region. The author and Entergy argued the bill would better match rates to actual capacity costs and improve transparency, while the Texas Association of Manufacturers and the Public Utility Commission raised concerns about the short 10-day review period, rider proliferation, and the preference for full rate cases over piecemeal adjustments. The bill was left pending. The committee also heard and left pending SB 522 on CPA reciprocity, SB 1664 requiring TDUs to provide clearer, standalone rate-change disclosures, SB 1877 expanding OPUC’s access to market data, SB 1254 and SB 1255 as TDLR cleanup bills on professional employer organizations and mold assessors, SB 1341 updating manufactured housing rules, SB 1239 on sovereign debt and Texas governing law, and SB 1259 streamlining the surveyor-in-training licensing process. Additional bills discussed included SB 1977, which would cap recoverable legal expenses in electric, water, and sewer rate cases; OPUC and some consumer advocates supported the idea as a way to reduce ratepayer costs, while utility representatives warned it could discourage participation and increase rate shock. The committee also heard SB 1762 clarifying that geothermal energy conservation wells are not battery resources, and SB 783 allowing SECO to proceed with future energy-code rulemaking for state-funded buildings. Both drew supportive testimony from industry and environmental groups. All remaining bills heard during the meeting were left pending, and the committee recessed subject to the call of the chair.

Appropriations Committee on Transportation, Tourism, and Economic Development

Bills: S0214 , S0694 , S1266
Summary: The Appropriations Committee on Transportation, Tourism, and Economic Development met with a quorum present and considered three bills. First, SB 214 by Senator McLean, a rural access bill for special districts, was amended to allow independent special districts in rural areas to receive certain state and federal financial assistance payments directly for verified work rather than relying on reimbursement. Testimony in support came from representatives of water and sewer entities and the Florida Association of Special Districts. The committee adopted the amendment and then reported CS/SB 214 favorably. Next, the committee took up CS/SB 1266 by Senator Collada on cybersecurity internships and workforce readiness. The bill was amended to create a cybersecurity experiential learning opportunity and clearance readiness program within the Department of Commerce, working with Cyber Florida at USF. A proposed amendment to the amendment was withdrawn by Senator Bernard. With no opposition noted, the committee adopted the amendment and then reported CS/SB 1266 favorably. Finally, the committee heard CS/SB 694 by Senator Bracey Davis, which provides compensation to the descendants of the Groveland Four—Charles Greenlee, Walter Irvin, Samuel Shepard, and Ernest Thomas—for wrongful convictions and related harms. The bill was presented as a justice and redress measure, with supportive testimony from Delatry Hollinger and comments from Senator Smith and the chair praising the effort. The committee reported CS/SB 694 favorably, and then adjourned without further business.

Summary: The Senate Technology and Telecommunications Committee considered several House bills focused on artificial intelligence, data infrastructure, broadband, and education technology. House Bill 3176 would create an Oklahoma Gas Artificial Intelligence and Space Research Hub under the Department of Commerce and a National Laboratory Development Program to help Oklahoma pursue federal research designations; members questioned the fiscal impact, public reporting, and agency placement, and the bill passed 7-1. House Bill 3544 would prohibit minors from accessing AI social companions and authorize civil penalties; supporters cited research and safety concerns, and it passed 8-0. House Bill 3619 would modernize state geographic data collection and mapping for census and boundary purposes; members raised concerns about county boundaries, costs, and possible impacts on property and taxation, and it passed 6-2. The committee also advanced House Bill 3546, which bars artificial intelligence and other non-human entities from being granted legal personhood under Oklahoma law, passing 8-0 without debate. House Bill 1782 would create an Oklahoma AI Education Innovation Act with an advisory council and grant fund; members asked about funding formulas, membership, and dual office-holding, and it passed 8-0. House Bill 2293 would extend the Oklahoma Broadband Office sunset while requiring a wind-down plan and legislative review; members discussed the office’s consultation and termination process, and it passed 8-0. Finally, House Bill 4358 would limit screen time for pre-K through fifth grade students to one hour per school day. After questions about enforcement, classroom logistics, and special events, the author struck the title to continue working on the measure, and the bill passed 8-0. Throughout the meeting, members generally expressed support for the policy goals of the bills while flagging implementation, fiscal, and jurisdictional concerns.

Bills: SB1015 , SB2933
Summary: The Committee on Judiciary and Civil Jurisprudence heard testimony on Senate Bill 1015, which would clarify that the comptroller is responsible for distributing excess judicial fund payments back to statutory probate courts. Judge Guy Herman testified in support, saying the bill would help ensure probate courts receive funding they are entitled to, while Ed Heimlich testified against the bill with broad criticism of probate courts and judicial practices. The committee then heard Senate Bill 2933, which would add elder abuse training to required judicial education for several categories of judges and judicial officers; Dr. Bruce Hargrave supported the bill, citing the prevalence and underreporting of elder abuse and the need for judges to recognize warning signs. No votes were taken on either of those bills, and SB 2933 was left pending. The committee then reconsidered Senate Bill 38, an eviction-related bill, and Vice Chair Hayes described two agreed floor amendments: one limiting the summary disposition procedure to forcible entry and detainer cases involving squatters, and another requiring a notice to pay rent or vacate for tenants who had been timely payers but missed a payment. After discussion, the committee voted 6-4 to report SB 38 without amendments. The committee also adopted or advanced a series of other bills and resolutions, including SB 293, SB 1141, SB 1448, SB 1536, SB 1558, SB 1838, SB 1940, SB 2127, SB 53, SB 251, SB 311, SB 387, SB 441 (with a substitute), SB 1164, SB 1335, SB 1574 (with a substitute), SB 1719, SB 1760, SB 1839, SB 1923 (with a substitute), SB 2807, and SJR 27 (with a substitute). Most measures were reported favorably on largely party-line or near-unanimous votes, with a few close votes on SB 942, SB 311, SB 2807, and SJR 27. SB 942, relating to retroactive child support beginning at conception, initially failed 5-5 but was reconsidered and then passed 6-5. The committee adjourned after completing its agenda.
