  • I your diligent work on this measure.
Summary: The committee considered several conference measures on April 25, 2025, mostly waiting on FIN or Ways and Means releases before taking action. SB 25 on eviction mediation was agreed to and passed with amendments, with members voting aye except for one no vote recorded from Representative Pirk and several excused members. SB 1367 on installment loans was also taken up later in the meeting; a revised conference draft was noted to include a five-year timeframe, a $1 convenience fee, and a corrected effective date, and it passed unanimously among those voting. Other measures were repeatedly rolled to later times in Room 224 or 225 because releases were still pending, including SB 1044 on property insurance stabilization, SB 1220 on a renewable gas tariff, SB 500 on electric utilities, HB 1370 on liquor tax/draft beer definitions, HB 939 on alcohol/liquor tax changes, HB 1052 on the universal service program, and SB 1500 on electric utilities. When SB 1220 and SB 500 were eventually heard, both were described as creating or adjusting utility-related processes and both passed with amendments. HB 1370 also passed with amendments after the committee noted it would redefine draft beer for liquor tax purposes. SB 1044 drew the most detailed discussion: the conferees described major funding provisions, including a $30 million reimbursable general obligation bond appropriation for the Hawaii Hurricane Relief Fund, a $20 million reimbursable GO bond appropriation to the Hawaii Green Infrastructure Authority for a condominium loan program, and a $5 million appropriation for GAP reserves, along with 36-month assessment periods and a temporary recording fee up to $44. The bill passed with amendments. HB 1052 on the universal service program was described as allowing the Public Utilities Commission to use program funds to provide free telecommunications access for individuals with print disabilities, with a $150,000 cap, and it also passed with a conference draft.

Summary: The Special Committee on Tax Reform met in executive session and first took up House Bill 3035, which concerned vehicle valuation for tax purposes. The chair offered an amendment to start the depreciation schedule at 85% of MSRP before applying the bill’s existing depreciation table. Members discussed whether the two-step approach would be confusing, whether it effectively created a larger initial reduction, and whether the language would be implemented correctly in the database used by assessors. The sponsor said he agreed with the change and that the goal was a predictable, standardized depreciation schedule. Some members supported the amendment as an improvement, while Vice Chair Simmons said she still had concerns and would vote present. The committee adopted the amendment, rolled it into a committee substitute, and then voted the House Committee Substitute for HB 3035 do pass by a 5-2 vote with 2 present. The committee then considered House Bill 2945, which was described as redefining capital gains and related terms in ways that could affect a range of assets and transactions. Representative Strickler raised concerns about the bill’s breadth and the lack of a fiscal note for the redefinition, warning that the revenue impact could be significant and uncertain. Representative Simmons argued the bill would let Missourians keep more of their money and supported reducing tax burdens. Representative Butz responded that the legislature had already been cutting taxes through income tax reductions, Social Security exemptions, capital gains changes, and SALT-related relief, and urged the committee to let those changes work through the system before making more adjustments. The committee then voted HB 2945 do pass by a 5-3 vote.

Summary: The Alabama Senate convened with prayer, the pledge, and a roll call establishing a quorum of 29 senators present. The chamber adopted the previous day’s journal, allowed bill introductions throughout the day, and received multiple House messages referring local bills and proposed constitutional amendments to the Committee on Local Legislation, along with a lieutenant governor’s confirmation referral to the Committee on Confirmations. Committee reports were then received from several standing committees. The Senate confirmed a series of gubernatorial and other appointments, including Michael Kulovitz and Barbara Maul to the Alabama Institute for Deaf and Blind Board of Trustees, Logan Glass to the Educational Television Commission, Ed Croll and James Harris to the Alabama Committee on Monument Protection, Matt Barnes to the Alabama Medical Cannabis Commission, Scott Moes and Jeffrey Wilson to the Alabama Electronic Security Board of Licensure, and Jeffrey L. Cameman to the Tuscaloosa County Civil Service Board. The Senate also received favorable committee reports on numerous bills from Judiciary, State Governmental Affairs, Education Policy, Fiscal Responsibility and Economic Development, Health Care, Veterans and Military Affairs, and Local Legislation, with several bills amended or substituted and placed on the next day’s calendar. On the floor, the Senate adopted a special order calendar from the Rules Committee and passed several bills. Senate Bill 101 extended the Alabama Board of Electrical Contractors to October 1, 2028. Senate Bill 93, as amended, allowed certain municipalities with populations of 12,000 or more and even-numbered councils to authorize a mayoral tie-breaking vote by council resolution. Senate Bill 115 created a competitive-bidding exemption for certain expenditures of $15,000 or less involving rolling stock, with quote and approval requirements. Senate Bill 131 on county subdivisions was amended and passed. Senate Bill 30, known as “Trey’s Law,” would make certain nondisclosure provisions unenforceable in cases involving sexual abuse victims; the sponsor described it as protecting survivors from being silenced, while Senator Albritton cautioned about the broader effects on settlements and institutions. The Senate also adopted two resolutions: Senate Joint Resolution 19 honoring the life and legacy of Anna Smith Bedsole Holmes, and Senate Joint Resolution 20 commending the Alabama Birth Equity Initiative. The Rules Committee report setting the special order calendar was adopted, and the listed bills were taken up and passed or advanced by unanimous or near-unanimous votes.

Summary: The Assembly Committee on Military and Veterans Affairs met with a quorum and first approved its consent calendar, which included AJR 15, SB 56, SB 296, and SB 855, with the roll left open for absent members. The committee then heard SB 694 by Senator Archuleta, a bill aimed at protecting veterans from unaccredited claims representatives and other for-profit entities that charge fees to assist with VA disability claims. The author and supporters, including county veterans service officers and veterans organizations, argued the measure would curb predatory practices, restore accountability, and steer veterans toward free, accredited assistance through CVSOs and other authorized representatives. Testimony in support emphasized that veterans are often targeted online and may pay large fees for services that are available for free, while supporters said unaccredited firms lack transparency and can exploit vulnerable veterans. Opposition witnesses, including representatives of claims-assistance companies and individual veterans, argued the bill would eliminate choice and that some contingency-based firms provide useful services, better outcomes, and faster claims processing. Committee members debated whether the bill would unlawfully bar legitimate assistance or whether it was needed to stop illegal business practices, with several members noting the issue is also being litigated in federal court and that an accreditation process already exists through the VA. After discussion, the committee voted to pass SB 694 and refer it to the Committee on Judiciary. The final vote was 6 ayes, with some members not voting. The committee then completed the consent calendar vote, which passed with eight votes, and adjourned.

Bills: SB227 , SB1942 , SB1627 , SB625 , SJR39 , SJR47
Committee: House Rules
Summary: The committee heard several measures, led by SJR 39, a proposed constitutional amendment to send to voters that would cap annual homestead property tax valuation growth at 1% and all other property at 3%. The speaker argued it would not cut taxes but slow growth for taxpayers facing rising assessments, while opponents questioned the effect on county revenues, sheriff funding, and whether growth below inflation would strain local governments. After debate, the committee voted 10-2 to report the resolution due pass. The committee also heard HJR 47, which would place proof-of-identity requirements for voting in the Constitution. Supporters said it would strengthen election integrity and noted existing law already requires proof of identity, while opponents raised concerns about impacts on voters with disabilities and the difficulty of changing constitutional language if problems arise. The measure was reported due pass on an 11-1 vote. Senate Bill 227, described as supporting fair taxation and investment without duplicative tax, and SB 1942, clarifying the distinction between reimbursable and reimbursed dental services to protect providers and patients, both passed the committee on near-unanimous votes. The committee then advanced SB 1627, a 116-page sentence-modernization and consolidation bill that was described as a cleanup measure with no substantive change to existing law, and it was reported due pass unanimously. Finally, SB 625 was presented as temporary cleanup language related to domestic violence legislation and judicial requests, with the sponsor noting the bill would be replaced by a floor substitute later; the committee approved it due pass 10-0. The meeting ended with the chair noting the committee was dismissed and likely to meet again under the rules committee schedule.

Summary: The House convened, approved the journal, and spent much of the opening portion recognizing guests and interns from both parties, along with former lawmakers and a newly seated member, Representative Sylvia Allen. The chamber then took up House Concurrent Resolution 2065 honoring the late Alfredo Gutierrez. Members from both parties gave extended remarks about his life as a civil rights advocate, student activist, legislator, and mentor, and the resolution was unanimously adopted and transmitted to the Senate. Family members of Gutierrez were recognized in the gallery during the memorial tribute. The House then moved into Committee of the Whole on the first budget-related measures. On House Bill 4138, the “feed bill”/budget operations measure, Democrats argued the budget favored corporations and data centers over seniors, health care, housing, universities, and vulnerable families, while Republicans defended it as a continuation of prior policy and said it preserved tax conformity and modest agency cuts. After debate and questions, the committee recommended the bill do pass and the House adopted that report, sending HB 4138 to engrossing. The chamber next considered House Bill 4139, the amusement/gaming-related budget bill. Members debated whether it was essentially unchanged from last year’s budget language, with Republicans saying it was a continuation bill and that gaming-related provisions would support rural economies and tourism, while Democrats questioned the broader budget context and its effects on working families. The committee recommended HB 4139 do pass, and the House adopted that recommendation. The House then began debate on House Bill 4140, the state budget implementation bill, focusing on the budget stabilization fund and a proposed government efficiency initiative; discussion was still underway at the end of the transcript.
