SB 1425, repealing an obsolete health care workforce board, passed 40-0. SB 1455, extending the sunset for the Board of Governors of the Architects, Landscape Architects, and Licensed Interior Designers, passed 28-11 and then also passed the emergency with 38-1. SB 1458, an Attorney General-request bill to align grand jury witness confidentiality statutes, failed 24-14.
The Senate also passed SB 1460, which increases penalties for repeat peeping Tom and clandestine recording offenses and makes second or subsequent offenses sex offenses, by a vote of 38-3. SB 1480, creating a youth apprenticeship pilot program, passed 42-0 and then passed the emergency. SB 1530, updating the Oklahoma Research Development Rebate Program and encouraging private partnerships with higher education, passed 36-4. SB 1543, allowing multiple DUI charges within one year to be prosecuted as a single felony case and making related cleanup changes, passed 37-6 after extended debate about diversion, due process, and testing issues. SB 1555, aligning the state definition of intellectual disability with federal standards, passed 42-0, with a later correction noting the final vote as 42-1. SB 1593, updating outdated OSU-Tulsa trustee language, passed 43-0 and then passed the emergency. SB 1730, requiring law enforcement to copy OSBI on sexual offense reports, passed 37-6. SB 1209, which would have excluded Sundays and federal holidays from the eviction filing-to-hearing timeline, failed on a 21-21 tie after debate over landlord rights, service timing, and court delays.

The Senate Business and Insurance Committee met and first laid over Senate Bills 1969 and 1624 without hearing them. The committee also passed SB 1061, a cleanup measure on mortgage broker licensing and renewal fees, and SB 1916, which would move the Oklahoma Receivership Office under the Insurance Department and streamline receivership operations. SB 1589, as amended to reference Indian Gaming Regulatory Act authorization, would increase penalties for illegal sweepstakes/gambling operations and expand enforcement against entities profiting from illegal gambling; it passed unanimously. SB 2178, a compromise special-event license bill requiring liability insurance coverage, also passed unanimously.
Two major insurance reform bills were debated at length and failed. SB 1444 would shift homeowners insurance rate regulation from a use-and-file system to prior filing with authority for the Insurance Commissioner to declare rates excessive; after testimony from a homeowner about a large premium increase and extensive debate over regulation and market effects, it failed 4-5. SB 1438 would require reporting of underwriting gains and profits, cap average profits at 5% over three years, and require rebates or premium credits if profits exceeded that level; supporters argued it would protect consumers, while opponents warned of market disruption and reduced competition. It failed 2-7. The committee then passed SB 1501, clarifying medical marijuana grow reclamation bond requirements, SB 1873, correcting a drafting error in a prior bill and delaying its effective date, and SB 1364, requiring an affidavit of encumbrances before transferring a medical marijuana business license.

Summary:
The Agriculture Committee heard and advanced a series of bills focused on burn bans, poultry waste regulation, veterinary qualifications, wildlife, and land management. Department of Agriculture testimony said the change would reduce duplication for producers who both export and land-apply litter while maintaining tracking of waste management. The bill passed 11-2. House Bill 3977, also by Senator Woods, would add food-animal and veterinary practice experience to the qualifications for the state veterinarian; members discussed whether wildlife experience should also be considered, but the bill passed unanimously 13-0.
The committee also passed House Bill 3263, designating the morel mushroom as the state mushroom in honor of David Beyer, and House Bill 2988, which expands harmful woody species to include redberry juniper, ash juniper, and honey mesquite and broadens the Terry Peach North Canadian Watershed Restoration Act statewide. Members emphasized the impact of red cedars on water use and wildfire risk. House Bill 3404, a follow-up measure on prescribed burns, passed 12-0, and House Bill 1770, directing OSU and its veterinary college to conduct elk population studies in northwest Oklahoma, passed 10-2 after questions about cost and the role of Wildlife Department studies. The chair then adjourned the meeting.
