SB 624, by Senator Yarborough, would allow batterers intervention programs to offer optional supplemental faith-based activities, with no participant required to take part. Supporters said it would expand provider options and help address a shortage of certified programs; opponents raised concerns about mixing government-ordered programming with religion and about the state’s prior rule change. The bill passed 7-2. The committee also approved CS/SB 834, which repeals a 2022 restriction barring licensed insurance agents from partnering with health care sharing ministries to market or sell their programs. The sponsor and supporters argued the bill restores free speech, consumer choice, and access to faith-based alternatives, while opponents warned about consumer confusion, higher commissions, and weak protections because these ministries are not insurance. After extended debate, the measure passed 8-2. Other measures advanced unanimously or near-unanimously. CS/SB 502, as amended, would give Florida concurrent jurisdiction over certain juvenile offenses on military installations so juveniles can be handled in the state system; it passed 9-0. CS/SB 52 would exempt volunteer armed security for houses of worship from Class D or G licensing requirements, and supporters cited rising threats to churches and the need for organized volunteer security; it passed 9-0. SB 840, a cleanup bill to narrow and clarify last year’s emergency-related land-use restrictions after hurricanes, also passed 9-0, and CS/SB 758, which updates the membership of the Justice Administration Commission, passed 9-0 after an amendment restoring two public defenders to the commission.

Summary: The committee first considered Senate Joint Resolution 49, as amended, which revokes an Oklahoma Wildlife Department rule requiring oil and gas companies to post a surety bond. Senator Murdoch explained that the change was intended to eliminate what he described as duplicate regulation, since the Corporation Commission already requires security bonds, and said the Wildlife Department had agreed to the revision. Senator Merritt’s amendment narrowing the resolution to the surety bond provision was adopted by voice vote, and the resolution then passed 6-0. The committee then heard House Bill 3281, described by Senator Bergstrom as the same measure previously passed as Senate Bill 1433, the Guidance Transparency Act. It was advanced without questions or debate and passed 6-0. House Bill 4319 followed, requiring agencies to have explicit statutory authority for each rule and to inventory existing rules within three years so noncompliant rules would be automatically repealed by January 1, 2030; it passed 7-0 after a due-pass motion. Finally, House Joint Resolution 1086 was approved, which ratifies rules from the Board of Tests for Alcohol and Drug Influence, the Attorney General, the Department of Public Safety, the State Fire Marshal Commission, and the State Board of Licensed Social Workers. Senator Bergstrom said committee concerns had already been addressed in prior hearings, and the resolution passed 7-0. The chair then announced a meeting for the following Wednesday at 11:30, urged members to continue reviewing rules and raising concerns promptly, and adjourned the meeting.

The committee voted 9-0 to pass the bill. The committee then considered House Bill 4299, by Rep. Blair, to rename the interchange at Indian Hills Road and I-35 as the Toby Keith interchange. Members asked for clarification on the location and whether the Keith family had been consulted; the sponsor said the family was ready to move forward and that the effort had been started previously by a former member. The bill passed 8-2. Under oversight, the committee approved a PCS for House Bill 4265, the omnibus memorial roads and bridges naming bill, on a 9-0 vote. It then took up House Bill 4266, the special license plates omnibus bill, where members asked about how funds from out-of-state college and university plates would be handled; the sponsor said the money would stay in Oklahoma through the state system and that no funds would go to out-of-state schools. That bill also passed, 10-0. The chair noted the committee would meet again the following week and members would be told by Friday whether there would be an agenda.
