Summary: The committee met for a fiscal year 2027 capital budget writing session with all 12 members present. The session included updates to school capital rules, transportation restrictions and reporting requirements, DNREC conservation and land-use provisions, and funding and administrative authorities across multiple agencies. The committee broke for lunch after approving the education-related sections through 147, with additional sections still pending.

After testimony and debate, members split over the bill’s new fiscal note and the added administrative burden, but supporters said the measures were needed as federal costs shift to the state. The committee voted 7-2 to send HB 730 to the floor with a due pass recommendation, and then adjourned because they were late for the floor session.
