Summary: The Senate convened, established a quorum, offered prayer, and recognized several guests, doctors, nurses, pages, student shadows, and visitors in the gallery. Members also adopted a motion to request the House’s consent for the Senate to adjourn for more than three days, with Senator Hicks opposing the motion because of the number of bills still available for consideration. The motion passed. The chamber then considered several bills. Senate Bill 1627, a cleanup measure to eliminate duplicate criminal code sections and clarify the law for legal research, passed 45-0 and was advanced as an emergency. Senate Bill 227, dealing with gross production tax and ad valorem taxation on oil and gas means of production, drew extensive questioning and debate over possible revenue impacts, county assessors, schools, and economically at-risk wells; it passed 37-9. Senate Bill 366, which gives charter schools a first right of refusal to buy or lease public school buildings sold or leased by districts, also generated debate over local control and lack of resale guardrails, and passed 40-6 as an emergency. Later, Senate Bill 1193 to remove general fund carryover caps for school districts passed 46-0 as an emergency after supporters argued it would reduce “use it or lose it” spending and allow more local flexibility, while opponents questioned fiscal effects and accountability. Senate Bill 1433, the Guidance Transparency Act requiring agencies to publicly disclose guidance documents in a searchable database, passed 37-7 after concerns about attorney-client privilege, administrative burden, and whether guidance could function like law. Senate Bill 1450, expanding relief from fines, fees, and court costs for certain people in the criminal justice system, was advanced and passed unanimously; Senate Bill 1481, increasing minimum recess time for K-5 students from 20 to 40 minutes, was advanced as an emergency measure; Senate Bill 1810, allowing expert testimony in human trafficking cases, passed 45-0; Senate Bill 1812, requiring school districts to make benchmark testing information available to parents, passed 46-0 as an emergency; Senate Bill 1921, increasing OSBI background-check fees, passed 39-7; and Senate Bill 1948, updating fireworks laws and limiting county restrictions on private outdoor consumer fireworks displays, was taken up with significant safety and local-control questioning.

Summary: The Committee on Ways and Means met for decision-making only and adopted recommendations on a long list of Senate bills, with no oral testimony taken. Early actions included SB 99 to pass unamended, SB 585 to pass with a date correction to 2015, SB 2060 to pass with amendments involving public project lists, legislative approval for fund transfers, and removal of certain appropriations, and SB 2069 to pass with amendments extending a sunset date and requiring transit-oriented development zoning. The committee also advanced several other measures, including SB 2110, SB 215, SB 2259, SB 2382, SB 2442, and SB 2485 unamended, while SB 2152, SB 2315, SB 2446, SB 2919, SB 2577, SB 2580, and SB 2861 were moved with various amendments, mostly date changes, appropriation blanks, or technical clarifications. A substantial portion of the meeting focused on SB 2211, where Department of Human Services officials explained how the department was covering costs by using restricted funds and shifting Med-QUEST funding, and noted a need for $14 million plus support for $16.5 million in ACA enhanced tax credit subsidies. The chair indicated the bill would move forward with amendments, including blanking the appropriation pending more information on lapses, and the recommendation was adopted. SB 2544 was also amended to remove a specific appropriation and replace it with a blank cap on funds from DUR, and SB 2342 was amended to require projects to be in transit-oriented development zones and to reflect prior committee concurrence. The most extended debate was on SB 3326, which would address utility restructuring. One senator opposed the bill, arguing it could raise rates, worsen reliability issues, and disrupt an existing utility without a clear plan, especially given island-specific conditions. Supporters argued the bill would separate generation from transmission and distribution, create competition, protect union jobs, and respond to aging infrastructure and financial weakness in the utility sector. After recesses and discussion of the Public Utilities Commission’s role, the chair changed the recommendation from pass unamended to pass with amendments requiring the PUC to conduct a study, provide an interim report before the next session, and a final report the following session. That amended recommendation was adopted, and the meeting then adjourned with no further business.

Several bills affecting school operations and student support were heard and reported favorably, including HB 434 on probationary school bus driver employment and superintendent authority over dismissal; HB 484 expanding scholarship benefits for children and spouses of fallen or disabled firefighters and police officers; HB 749 and HB 1059 on savings accounts and TOPS math eligibility alignment; HB 218 adding food insecurity questions to student questionnaires, which was amended and reported favorably; HB 325 expanding TOPS Tech eligibility through dual enrollment and part-time use; HB 476 requiring Safe Haven law postings in middle and high school restrooms; HB 1249 clarifying access to school-based health centers, with an amendment adopted; HB 1242 allowing more than one early learning center license at the same location under certain circumstances; HB 632 improving data protections and functionality for LA First; and HB 352 on behavioral health services for public school students, which was amended to address IEP and dispute-process concerns before being reported favorably. Two bills drew extended debate over transparency, privacy, and school autonomy. HB 608 would create confidentiality for intercollegiate athletics revenue-sharing documents; LSU representatives argued the bill was needed to protect student-athletes and competitive information, while PAR and the Louisiana Press Association opposed it as an improper secrecy carve-out for state-generated revenue. Despite the opposition, the committee reported HB 608 favorably. HB 1112, which would exempt BESE-approved non-public pre-K programs from certain licensure and safety requirements and adjust related definitions, was amended and then heard with testimony from the Pelican Institute in support, arguing it corrects overreach from prior law and protects private school autonomy and parental choice.
