Summary: The Senate convened with a quorum, prayer, pledges, and several floor recognitions, including the Doctor of the Day, Psychologist of the Day, and Nurse of the Day. Members also honored the OSBI Cold Case Team for its work on unsolved cases, recognized the 75th anniversary of the American College of Obstetricians and Gynecologists, and welcomed guests for the Prague-Kolache Festival. The chamber then moved into floor action on multiple measures and conference motions. The most significant item was Senate Joint Resolution 39, a property tax constitutional amendment. After extensive debate over the impact on homeowners, seniors, farmers, schools, local governments, and future revenue, the Senate adopted House amendments by a 27-19 roll call and then passed the resolution 40-8. However, the motion to order a special election failed 26-20, so the measure did not advance to a special election call. Senators also rejected House amendments to Senate Bill 2 and Senate Bill 215 and requested conference on both. The Senate passed Senate Bill 1290 unanimously as an emergency measure, and advanced or passed several House bills dealing with ARPA and funding reallocations: HB 4028, HB 4029, HB 4073, HB 4074, HB 4075, HB 4076, HB 4077, and HB 4078. Other approved measures included HB 1250 creating a Public Safety Technology Revolving Fund for local law enforcement grants, HB 2951 renaming Red Rock Prison as the Chief James Smith Correctional Center, HB 2961 creating a Gold Star Survivor tuition benefit, HB 3151 extending the school year to 173 days, and HB 3581 increasing penalties for riot-related offenses. The Senate also took up HB 3705, which would raise the Parental Choice tax credit cap from $250 million to $275 million, but the transcript cuts off during questioning on that bill.

Summary: The Judiciary Committee met on several decision-making agendas and first considered HB 1696, which would lower the minimum age for commercial driving in-state from 19 to 18 and adjust qualifying criteria. The committee agreed to accept amendments, including changes suggested by the Operating Engineers Union, and voted unanimously to pass the bill with amendments. HB 2333, which would authorize airport special districts and increase penalties for certain aeronautics violations, was deferred after concerns were raised about treatment of people outside airport security perimeters. On the next agenda, the committee passed HB 1710 with technical amendments only. That bill would allow the State Historic Preservation Division to conduct phase reviews of certain private-property projects and revise concurrence deadlines. HB 1737, clarifying allowable agricultural district uses related to farm dwellings and farm employee housing, also passed with technical amendments only. HB 1823, dealing with coastal zone management and excluding certain state- or county-funded infrastructure projects in Lahaina from the definition of development, passed with amendments from the Attorney General’s office. The committee then took up HB 1897, an alternative dispute resolution measure for condominium-related disputes, including facilitated mediation, evaluative mediation, and binding arbitration. Despite noting broad opposition and a reservation from Senator Buenaventura, the committee adopted the measure and moved it forward as is. Finally, HB 2576, which streamlines background check requirements for health care facilities and workers, passed with amendments reflecting input from OHA, HAH, and DOH. The meeting concluded with notice of a later joint agenda and adjournment.

Summary: The Senate met with a quorum, prayer, pledges, and recognition of two student pages before taking up a long agenda of House joint resolutions and bills, mostly related to administrative rules and agency approvals. The chamber advanced and passed H.J.R. 1088, 1090, 1091, 1092, 1093, 1095, 1099, and 1100, which approved permanent rules for education, energy and agriculture, business and commerce, building code, health-related agencies, general government agencies, the Oklahoma Health Care Authority, and OMES. Several senators criticized the process for moving rule resolutions quickly and without committee vetting, while supporters said the calendar delays required direct consideration. The Senate also adopted conference committee reports and passed SB 206, SB 248, and HB 3021, with HB 3021 making small changes to graduation requirements, including science/math course language, Oklahoma history flexibility for some military families, and personal financial literacy counting toward math in some cases. A major portion of the meeting focused on House Bill 1370, which was described by its author as repealing an automatic state trigger that would replace any federal gasoline tax if the federal government suspended it. Supporters argued the bill would prevent Oklahoma drivers from paying more if the federal gas tax were repealed and framed it as tax relief; opponents argued it could reduce highway and bridge funding and create a budget hole. The Senate suspended several rules to bring the bill up, but rejected a motion to suspend the fiscal-impact rule for a proposed amendment. After debate, the chamber passed the measure 41-7 and then approved it as an emergency measure. The Senate also took up Senate Bill 893, a conference report dealing with foreign ownership near critical infrastructure and agricultural land. The bill would restrict certain foreign adversary ownership or leasing within 10 miles of critical infrastructure, add training zones and other protected areas, delay implementation until July 1, 2027, and create an enforcement process involving Attorney General review and whistleblower-style reporting. Senators raised concerns about enforcement, possible misuse, and profiling, while the author said the bill was aimed at national security and infrastructure protection. The conference report was adopted and the bill passed. Later, the Senate received notice that the House was ready to convene in joint session, and the chamber briefly stood at ease before returning to continue its work.

The chair said she would recommend passage with a HD1, a defective effective date, and technical amendments. HB 2291 would clarify that certain National Guard Youth and Educational Programs employees are excluded from collective bargaining, rename the program, and codify its Hawaiian name. The Hawaii National Guard said it was a housekeeping bill with no appropriation, but requested an amendment to align the bill with updated authorities and program references; the chair asked for proposed language before the later decision-making. She said she would recommend passage with a defective date and the requested amendment if provided, and then recessed the hearing until 11:30 a.m. for decision-making on all three bills.
