Summary:
The House convened, heard an invocation and the Pledge of Allegiance, and then moved through a long floor calendar with several introductions and recognitions, including guests from Broken Arrow, Oklahoma Trucking Day participants, Mid America Christian University, and the day’s doctor and nurse honorees. The chamber also adopted Senate Concurrent Resolution 16, recognizing March as National Women’s History Month.
Members debated and passed House Bill 2937, which extends constitutional carry to allow qualified individuals to carry firearms on boats. Questions focused on alcohol use on lakes, public safety, and whether law enforcement agencies had requested or opposed the bill. The House also passed House Bill 2960, limiting lawsuits against firearm manufacturers when a purchaser modifies a firearm; House Bill 3466, removing the Corporation Commission’s unused petty cash fund from statute; House Bill 3262, increasing the warrant-service fee from $50 to $150 at the request of the Oklahoma County Sheriff; and House Bill 3269, allowing electronic arrest warrants to mirror existing electronic search-warrant procedures.
Additional bills passed included House Bill 3152, authorizing Corporation Commission officers to transport certain detained truckers to jail and book them; House Bill 414, making theft of a firearm a Class 2 felony regardless of value; House Bill 4142, expanding criminal statutes at the request of the Oklahoma City Police Bomb Squad; House Bill 3148, modernizing VIN inspection procedures and fee handling; and House Bill 3378, creating a revolving board for OCAST’s grant-awarding body after all members rolled off at once and delayed grants. House Bill 3378 also had its emergency clause adopted. Most measures passed with strong bipartisan margins, and the House adjourned after announcements and committee notices.

The committee heard and advanced a long series of education-related bills, including measures on school board nepotism rules (SB 843), preserving the Ag in the Classroom program in statute (SB 1410), shifting oversight of technology centers to the State Board of Career and Technology Education (SB 1735), teacher certification and hiring transparency (SB 346), AP exam access (SB 1975), in-state tuition alignment with federal law after a consent judgment (SB 1633), teacher professional development caps (SB 1894), portability of career teacher status between districts (SB 1317), recess requirements and discipline limits (SB 2045), expanding the Teach Forward Program (SB 710), limiting concurrent enrollment to students 21 and under (SB 1477), special education training and parent-record review rights (SB 1489), a teacher induction program for new and emergency-certified teachers (SB 1614), graduate-level teacher training requirements (SB 1726), career assessment test selection and credit transfer authority (SB 1632), OSU-Tulsa governance changes (SB 1593), virtual days for certain high school students not taking the ACT (SB 1630), R&D rebate modernization (SB 1670), AI guardrails in schools (SB 1734), and security fees for student organizations that cannot be based on viewpoint or content (SB 1725). Several bills drew brief questions, especially SB 1633, SB 1489, SB 1477, SB 1614, SB 1726, and SB 1725, but no substantive opposition was recorded beyond a few nay votes on some measures.
Most bills were moved by due pass motions and approved by voice or roll-call votes, often unanimously or near-unanimously. Notable recorded opposition included SB 1633 and SB 1725, each passing with a few nays, and SB 1726 passing 7-2. SB 1338 was laid over until Wednesday. The meeting concluded with notice of another committee meeting scheduled for Wednesday at 9 a.m., and the committee adjourned.

Summary:
The committee heard a long series of House bills, mostly on criminal justice, public safety, transportation, and administrative procedures. Measures included lowering school-zone speed issues on certain highways (HB 2979), allowing DMV staff to accept physical proof of insurance (HB 2980), barring people convicted of pedophilia from adopting children (HB 2936), allowing lawful weapon carry on boats (HB 2937), and restricting fire departments from hiring people required to register as sex offenders (HB 382). Other bills addressed warrant fee increases for counties (HB 3262), making strangulation in domestic violence cases an 85% crime (HB 3264), creating offenses for reckless driving tied to racing and collisions (HB 3266), criminalizing knowingly making or displaying fictitious license plates (HB 3268), and allowing electronic arrest warrants (HB 3269). The committee also advanced bills on Open Meetings Act enforcement, OCC port-of-entry arrest authority, expanding protections for municipal officials and notaries, creating vessel titling, and modernizing vehicle inspection/title procedures.
Several members raised questions about costs, enforcement authority, and whether new penalties would shift burdens to consumers or local governments. For example, HB 3262 drew concern about passing warrant-fee costs to the public, and HB 3268 prompted questions about existing law and the need for a new felony for fake tags. The OCC port-of-entry bill generated extended discussion about whether a regulatory agency should have arrest authority, with supporters arguing it would free up Highway Patrol and sheriff resources and opponents questioning the expansion of quasi-law-enforcement powers. Other bills were presented as request bills from agencies or constituents, including the Attorney General, Oklahoma City police, the Bomb Squad, the Corporation Commission, and local residents.
The committee also approved a number of bills with little or no opposition, including a domestic violence strangulation measure, a bill on Open Meetings Act remedies, a bill allowing sentence modification requests by district attorneys, and a bill requiring domestic violence incident reports and judicial training. Later, the committee considered additional public safety and criminal procedure bills such as making firearm theft a felony, increasing the damage threshold for police response in property-damage crashes, and requiring the state to pay expert witness costs in capital appeals. Most measures were reported out do pass, with several unanimous votes and a few split votes, including HB 3262 and the OCC port-of-entry bill. The meeting ended after laying over a few bills and adjourning.

Summary:
The committee heard and advanced a series of bills covering workers’ compensation, public transparency, criminal law, property rights, probate, family law, eviction procedure, higher education accreditation, and protections for minors in content creation. House Bill 426, as amended by a PCS, would extend workers’ compensation coverage for firefighters, peace officers, and EMTs who suffer a heart attack or stroke within eight hours after strenuous emergency response or training; it passed 7-0. House Bill 2981, requiring school board meeting minutes to be posted publicly, also passed unanimously. Other measures approved included House Bill 3695, which aligns DUI-related language on great bodily injury with domestic violence statutes; House Bill 2960, which limits lawsuits against gun manufacturers when a firearm is modified after sale; House Bill 3967, tightening landowners’ rights and land banking transparency with appraisal requirements; and House Bill 3968, codifying a Supreme Court-based definition of public use for eminent domain and strengthening private property rights.
The committee also passed House Bill 4339 on probate notice filing, House Bill 4341 updating CASA volunteer standards by removing duplicative national standards language, House Bill 4342 making prior domestic violence abuse admissible in court proceedings, House Bill 2940 prohibiting public bodies from barring recording of public meetings and allowing civil suits for violations, House Bill 4295 adjusting eviction timelines to exclude weekends and holidays, and House Bill 4196, a uniform trust bill. House Bill 3134, which says accreditation for Oklahoma public colleges and universities should be based on academics rather than ideology, drew extended questioning about jurisdiction and enforcement but ultimately passed 5-2. House Bill 1016, with a committee substitute, would regulate content creation involving minors by defining the industry, requiring recordkeeping and trust funds for compensation, and allowing civil action when the law is violated; it passed 7-0.
Several bills were laid over for later consideration, including House Bills 2941, 2959, 3087, 3321, 3298, and 3297. The committee adopted a PCS for House Bill 426 and a committee substitute for House Bill 1016, and it adopted an amendment to House Bill 2940 replacing “videotape” and “audio tape” with “video” and “audio.”
