Summary:
The Senate Transportation Committee held public hearings on three bills: SB 6225, a proposed substitute bond bill authorizing transportation funding bonds; SB 6005, the proposed substitute supplemental transportation budget; and SB 6354, a bill to expand access to electric vehicles through limited direct sales by qualifying EV-only manufacturers and changes to the documentary service fee. Staff explained that SB 6225 would authorize $1.1 billion in general obligation bonds, an additional $400 million for selected Move Ahead Washington highway projects, a $500 million increase in SR 520 bond authority, and the expiration of some older unused bond authorizations. For SB 6005, staff described a $17.5 billion supplemental budget with $1.5 billion in new funding, including reappropriations, preservation and maintenance spending, ferry investments, Climate Commitment Act-related adjustments, and a six-year balanced plan through 2031. For SB 6354, staff outlined the direct-sales framework for qualifying EV manufacturers, dealer licensing requirements, penalties for violations, and a fee increase that would direct revenue to EV rebates and multimodal transportation.
Testimony on the budget and bond bills was broadly supportive from transit, local government, labor, construction, ports, and climate advocates, who praised preservation funding, ferry investments, safety programs, EV charging, rail electrification, and flood-response or local project funding. Several witnesses asked for specific project or account changes, including support for Skagit Transit, Day Road and Poplar Way bridge-related funding, Spokane TMC operating support, Kent corridor funding, and additional rail capital projects. Some speakers also urged more Climate Commitment Act funding for EV rebates, charging, and rail electrification, while others warned against deeper cuts to local programs and stressed the need for long-term preservation and bonding to stabilize the system.
Testimony on SB 6354 was sharply divided. Rivian, Lucid, and several Washington auto dealers supported the bill as a compromise that would allow limited direct sales for EV-only manufacturers while preserving franchise protections and generating revenue for EV rebates. Climate advocates supported the bill as a way to accelerate EV adoption and asked that more of the fee revenue go to instant rebates for low-income buyers. In opposition, the Alliance for Automotive Innovation and Honda argued the bill creates unequal rules, weakens the franchise system, and was not the product of a true compromise. The committee announced that SB 6225 and SB 6005 would be in executive session Thursday at 8 a.m., with amendments due by noon the prior day, while SB 6354 would be scheduled for executive action later.

Measures included Next Generation 911 system updates, good-faith deposit procedures for bond sales, sheriff and undersheriff training requirements, comprehensive planning for housing needs, increased volunteer firefighter and ambulance worker benefits, industrial development agency incentives for pollution mitigation projects, and several local real property tax exemption or conveyance bills. The committee also took up bills on water quality improvement funding for the Town of Warwick, special equalization rates for certain school districts, and eye and tissue donation procedures.
Testimony and discussion were limited on most bills, with members generally moving them without comment. There was some discussion on the Nassau County assessor exemption bill, where a member noted a separate bill addressing a recurring property-closing issue. The comprehensive planning bill drew the most recorded opposition, with one senator voting nay and another recorded as AWR. Several other bills also had AWRs or nays noted, but no extended debate was captured.
All 13 bills were voted out of committee, with most reported to Finance or other committees as noted. The committee adjourned after the final bill, and the clerk was acknowledged for his first meeting.

The House Health Services Subcommittee met to approve the October 7, 2024 minutes and then shifted to behavioral health as the main topic. Representatives Woodridge and Vaught described the work of the behavioral health working group, saying Arkansas needs a more proactive system that improves access, reduces red tape, and focuses on a few achievable policy changes for the 2027 session rather than many bills. Members discussed barriers such as low reimbursement, workforce shortages, licensing and credentialing hurdles, rural access problems, and the need to better use community providers, compacts, and step-down services.
Director Paula Stone of DHS’s Office of Substance Abuse and Mental Health gave a detailed overview of the behavioral health system. She said Medicaid pays for more than 75% of behavioral health services in Arkansas and explained that when people are jailed or admitted to the state hospital, Medicaid generally stops, leaving state general revenue to cover care. She described current efforts including family-centered treatment for children, community reintegration group homes, a new adolescent substance use disorder residential unit, expanded community mental health center contracts, a secured restoration unit to reduce state hospital backlogs, and an IMD waiver to allow Medicaid payment for certain residential services. She also said DHS is working on crisis services, forensic evaluations, and provider rebidding in areas previously served by ERISA.
Members asked about reimbursement for jail services, the lack of a statewide behavioral health dashboard, civil commitment options, crisis stabilization units, and whether Arkansas should expand step-down or long-term facilities for people who cannot safely return to the community. Stone said the state hospital backlog remains significant, average stays are still about 14 months, and crisis stabilization units have had mixed success, with Fort Smith and Jonesboro performing better than Fayetteville and Little Rock. The meeting ended with a commitment to continue the work, with more substantive discussion planned for August.

Summary:
The Budget Review Subcommittee on Health and Family Services opened its first meeting of the 2026 interim session, took roll, and moved directly into presentations. The main presentation was from Ryan Bramble of Crisp Shared Services, who described the organization’s health information exchange and health data utility model in Kentucky and other states. He emphasized that Crisp is a nonprofit, that data ownership remains with providers, and that governance is local. He also outlined the technical infrastructure, including a master patient index, cloud-based data lake, support for modern standards like FHIR and USCDI as well as older formats, and data quality tools used to normalize and standardize information. Bramble said the model is intended to reduce duplication, lower costs, and support rural providers and future use cases such as reporting, analytics, and AI-enabled decision support.
Members asked how the state can ensure the data is actually used and who should drive priorities for health care improvement. Bramble said Crisp can provide tools, expertise, and examples from other states, but local teams such as KHI and state stakeholders must tailor and lead utilization efforts. In response to questions about ownership and coordination, he stressed that successful HIE governance requires a multistakeholder body that includes hospitals, health plans, government, and other interests, with a unified approach rather than multiple competing directives. He also said the Commonwealth has an opportunity to convene those stakeholders and set clear priorities.
A senator raised concerns that responsibility for Medicaid and broader health policy has become fragmented and suggested a stronger central role for the state, possibly through the Department of Public Health, to coordinate health priorities. Bramble agreed that a single convening authority and multistakeholder governance are important, and noted that local governance should determine what data is shared and how it is used. No votes or formal actions were taken during this portion of the meeting. After Bramble’s presentation and questions, the committee was told that Secretary Stack from the cabinet would testify next on the rural health transformation plan.
